HomeMy Public PortalAbout02-07-2011 PROCEEDINGS OF THE BOARD OF DIRECTORS FOR RICHMOND POWER & LIGHT FEBRUARY 7, 2011 The Board of Directors for Richmond Power & Light Plant met in regular session at 7 p.m. February 7, 2011 in the Council Chambers in the Municipal Building in said City. Chairperson Wissel presided. ROLL CALL: Present were: Howard "Jack" Elstro, Kelley Cruse-Nicholson, Bruce Wissel, Clayton Miller, Bing Welch, Larry Parker, Diana Pappin, Bob Goodwin and Phil Quinn. Also present were: General Manager, Steve Saum; City Attorney, Walt Chidester, City Clerk, Karen Chasteen. APPROVAL OF MINUTES: Mr. Parker moved to approve the minutes of the meeting held January 18, 2011, supported by Mr. Welch. Upon a vote viva voce, the motion passed. APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS: Upon recommendation of the Finance Committee, Ms. Pappin moved to approve the following bills for payment, supported by Mr. Goodwin. Upon a vote viva voce, the motion passed. Bills Already Paid: Payroll and Deductions $636,928.44 Transfers from Cash Operating to: Miscellaneous Prepaid Invoices 327,550.85 Telecom. Div. Misc. Pre Paid Invoices: 61,747.43 EFT/Direct Deposit of Payroll: 1,026,226.72 EFT Transfers: 770,006.94 Total Bills Not Paid: 133.939.64 Grand Total: $1,551,363.78 STREET LIGHT COMMITTEE: None OLD BUSINESS: ■ OPEN BIDS on constructing a new Storeroom building as previously approved in the budget. Mr. Parker moved to accept the Proof of Publication as presented by Mr. Saum, supported by Mr. Welch. Upon a vote viva voce, the motion passed. The following bids were presented: 1. Reale Design Builders (Carmel, IN) $450,000.00 2. Fredricks Construction (Pendleton, IN) $450,000.00 3. Sullivan Corporation (Noblesville, IN) $454,468.00 4. Rummebohm (Shelbyville, IN) $457,300.00 5. Lakoff Construction (Richmond, IN) $379,000.00 6. Smarelli General Contractor(Richmond, IN) $385,700.00 7. Fuller Construction (Richmond, IN) $414,300.00 8. (Indianapolis, IN) $564,000.00 Mr. Quinn moved to refer the bids on constructing a new Storeroom to the General Manager for tabulation, evaluation and recommendation, supported by Ms. Cruse-Nicholson. Upon a vote viva voce, the motion passed. NEW BUSINESS:. ■ RESOLUTION NO 1.-2011 - APPOINTMENT OF APPRAISERS FOR TURBINE NO. 2: The Board, Common Council and Richmond Power & Light are evaluating leasing or otherwise transferring Whitewater Valley Turbine to an entity that constructs a municipal solid waste gasification facility which would power Whitewater Valley Turbine No. 2. The Board wishes Common Council to appoint three appraisers. Mr. Miller moved to adopt Resolution No. 1-2011, supported by Ms. Cruse-Nicholson. Upon a vote viva voce, the motion passed. RP&L—Board of Directors Minutes February 7,2011 Page 2 • AUTHORIZE THE GENERAL MANAGER TO ISSUE REQUESTS FOR PROPOSALS FOR EFW PARTNERSHIPS: Mr. Parker moved to grant this authorization to Mr. Saum, supported by Ms. Pappin. Upon a vote viva voce, the motion passed. REPORT BY GENERAL MANAGER: ■ Mr. Saum extended a heartfelt thank you to the RP&L crews for their good work during the recent power outages due to inclement weather. • A letter from the Environmental Protection Agency re violations has been received. There will be a meeting with Barnes &Thorne on February 14, 6 PM to discuss options. • Generation has remained good, but PGM prices are still low. • Duke energy will be raising rates 45% over the next year and a half. This is what RP&L is attempting to avoid with the new gasification process. • The Indiana Municipal Power Agency has invited Council members to the legislation session held with the Indiana Association of Cities &Towns on March 22.
