FOR RICHMOND POWER & LIGHT
JANUARY 4, 2011
The Board of Directors of the Richmond Power & Light Plant met in special session at 7 p.m. January 4
2011 in the Council Chambers in the Municipal Building in said City. Chairperson Welch presided.
ROLL CALL:
Present were: Howard "Jack" Elstro, Kelley Cruse-Nicholson, Bruce Wissel, Clayton Miller, Bing Welch,
Larry Parker, Diana Pappin, Bob Goodwin and Phil Quinn.
ELECTION OF OFFICERS:
Mr. Welch opened the floor for nominations for the offices of Chair and Vice Chair of the Richmond Power
and Light Board of Directors.
Mr. Parker nominated Mr. Wissel to serve as Chair with a second by Mr. Miller. Ms. Pappin moved to
close the nominations, with a second by Mr. Quinn. Upon a vote viva voce, the motion passed. Upon a
roll call vote, Mr. Wissel was elected Chair for 2011.
Ms. Pappin nominated Mr. Miller to serve as Vice Chair with a second by Ms. Cruse-Nicholson. Mr.
Wissel moved to close the nominations, with a second by Mr. Quinn. Upon a vote viva voce, the motion
passed. Upon a vote viva voce, Mr. Miller was elected Vice Chair for 2011.
ADJOURNMENT:
There being no further business and a motion duly made, the meeting was adjourned.
