FOR RICHMOND POWER & LIGHT
JULY 6, 2010
The Board of Directors for Richmond Power& Light Plant met in regular session at 7 p.m. July 6, 2010 in
the Council Chambers in the Municipal Building in said City. Chairperson Welch presided.
ROLL CALL:
Present were: Howard "Jack" Elstro, Kelley Cruse-Nicholson, J. Clayton Miller, Bing Welch, Larry Parker,
Diana Pappin, Bob Goodwin and Phil Quinn. Absent was Bruce Wissel.
Also present were: Steve Saum, General Manager; Kim Vessels, Assistant City Attorney; Karen
Chasteen, City Clerk.
APPROVAL OF MINUTES:
Mr. Parker moved to approve the minutes of the meeting held June 28, 2010, supported by Ms. Pappin.
Upon a vote viva voce, the motion passed.
APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee, Ms. Pappin moved to approve the following bills for
payment, supported by Mr. Goodwin. Upon a vote viva voce,the motion passed.
Transfers from Cash Operating to:
Miscellaneous Prepaid Invoices 28,873.46
Telecom. Div. Misc. Pre Paid Invoices: 77,566.18
Total Bills Not Paid: 242.763.85
Grand Total: $349,203.49
STREET LIGHT COMMITTEE: None
OLD BUSINESS: None
NEW BUSINESS: None
REPORT BY GENERAL MANAGER:
• RESOLUTION NO. 2-2010 — A RESOLUTION APPROVING THE AGREEMENT TO
TERMINATE THE LANDFILL-GAS LEASE AGREEMENT AND AUTHORIZING THE BOARD OF
DIRECTORS TO SIGN THE AGREEMENT TO TERMINATE THE LANDFILL-GAS LEASE
AGREEMENT has been signed by all parties. The Sanitary District has 90 days to pay and RP&L
will assist them during that time period.
■ The Rate Study is still progressing.
■ Insurance renewals show a one percent decrease in premiums.
• Hot weather has allowed an increase in generation
• A meeting to discuss the Whitewater Generating Station will be held in the Auditorium at RP&L on
July 26, 6:00 PM.
MISCELLANEOUS BUSINESS: None

There being no further business and a motion duly made,the meeting was adjourned.
