FOR RICHMOND POWER & LIGHT
June 28, 2010
The Board of Directors for Richmond Power& Light Plant met in regular session at 7 p.m. June 28, 2010
in the Council Chambers in the Municipal Building in said City. Chairperson Welch presided.
ROLL CALL:
Present were: Howard "Jack" Elstro, Kelley Cruse-Nicholson, Bruce Wissel, Clayton Miller, Bing Welch,
Larry Parker, Diana Pappin, Bob Goodwin and Phil Quinn.
APPROVAL OF MINUTES:
Mr. Parker moved to approve the minutes of the meeting held June 7, 2010, supported by Wissel. Upon
a vote viva voce, the motion passed.
APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee, Ms. Pappin moved to approve the following bills for
payment, supported by Mr. Goodwin. Upon a vote viva voce, the motion passed.
Bills Already Paid:
Payroll and Deductions 674,383.63
Transfers from Cash Operating to:
Miscellaneous Prepaid Invoices 1,128,609.52
Telecom. Div. Misc. Pre Paid Invoices: 32,815.71
EFT/Direct Deposit of Payroll: 261,576.00
EFT Transfers: 3,830,244.02
Total Bills Not Paid: 409.257.09
Grand Total: $5,813,733.97'

OLD BUSINESS: None
NEW BUSINESS:
RESOLUTION NO. 2-2010 — A RESOLUTION APPROVING THE AGREEMENT TO TERMINATE THE
LANDFILL-GAS LEASE AGREEMENT AND AUTHORIZING THE BOARD OF DIRECTORS TO SIGN
THE AGREEMENT TO TERMINATE THE LANDFILL-GAS LEASE AGREEMENT: Mr. Parker moved to
approve this Resolution, supported by Mr. Miller. Resolution No. 2-2010 was adopted with a 9-0 roll call
vote.
Mr. Miller moved to approve the AGREEMENT TO TERMINATE THE LANDFILL-GAS LEASE
AGREEMENT, supported by Ms. Cruse-Nicholson. This Agreement was approved with a 9-0 roll call
vote.
REPORT BY GENERAL MANAGER:
• RP&L has been generating because of very warm weather
• The Rate Study is still in process
• Insurance renewals are being negotiated
• The power outage last evening was caused by lightning
MISCELLANEOUS BUSINESS:
• Former RP&L employee Andy Boatwright was honored in the Public Power Magazine
• Mr. Welch was quoted in the American Public Power Agency publication
