HomeMy Public PortalAbout06-07-2010 PROCEEDINGS OF THE BOARD OF DIRECTORS FOR RICHMOND POWER&LIGHT JUNE 7,2010 The Board of Directors for Richmond Power & Light Plant met in regular session at 7 p.m. June 7, 2010 in the Council Chambers in the Municipal Building in said City.Chairperson Welch presided. ROLL CALL: Present were: Howard "Jack" Elstro, Kelley Cruse-Nicholson, Bruce Wissel, Clayton Miller, Bing Welch, Larry Parker, Diana Pappin,Bob Goodwin and Phil Quinn. Also present were: Mark Linderman and Fred Griffith, Wayne County Emergency Management, Rich Cody of Parallax, Deputy City Clerk Monica Burns, Assistant Fire Chief Oscar Abner, City Attorney Walt Chidester and City Clerk Karen Chasteen. APPROVAL OF MINUTES: Mr. Miller moved to approve the minutes of the meeting held May 17, 2010, supported by Mr. Wissel. Upon a vote viva voce,the motion passed. - APPROVAL OF BILLS,INVESTMENTS AND TRANSFERS: Upon recommendation of the Finance Committee, Ms. Pappin moved to approve the following bills for payment, supported by Mr.Goodwin. Upon a vote viva voce,the motion passed. Bills Already Paid: Payroll and Deductions 315,035.40 Transfers from Cash Operating to: Miscellaneous Prepaid Invoices 764,766.02 Telecom.Div. Misc. Pre Paid Invoices: 73,492.57 EFT/Direct Deposit of Payroll: 125,551.44 EFT Transfers: 306,604.46 Total Bills Not Paid: 468.406.01 Grand Total: $1,802,753.02 STREET LIGHT COMMITTEE: None OLD BUSINESS: None NEW BUSINESS: ■ Richmond Sanitary District Contract: This was tabled until official documentation is presented by the Law Department. • Emergency Management Fiber Connect with Parallax: Mr.Miller moved to approve this Memorandum of Understanding as presented by Mr.Cody,supported by Mr.Quinn. Upon a vote viva voce,the motion passed. • Parallax Update: Mr.Cody presented a summation of Parallax year-to-date through April 30,2010. REPORT BY GENERAL MANAGER: • Stack testing was completed last week which coincided with generation due to hot weather. • Work has begun on the Rate Study • There is still no word from the Environmental Protection Agency re findings • The last couple of outages were due to a raccoon and lightning • Mr.Saum pointed out articles of interested in the Public Power Daily which was distributed to the Board members MISCELLANEOUS BUSINESS: • Due to the fact that several Board members will be attending a conference on June 21, Mr. Wissel moved to reschedule the June 21 Board meeting to June 28, 7 PM in the Council Chambers, supported by Ms. Cruse- Nicholson. Upon a vote viva voce,the motion passed.
