The unnamed and unpaved alleyway is located south of 901 North G Street (Parcel ID: 891632240403000030), north of 0 North 9th Street (Parcel ID: 891632240406000030), west of US Highway 27, and east of North 9"' Street. The alleyway runs approximately 126' from east to west and is roughly 2,483 total square feet. Richmond Sanitary District does have a sewer main running the length of the alleyway. If approved, the entire vacated alleyway will be placed into a sanitary easement. INDOT is the adjacent property owner to the south of the alleyway (0 N 9`h Street) and has agreed to acquire the southern half of the alleyway if the ordinance is approved. This petition is part of Porter Advertising's new commercial construction project to relocate their local office that is associated with Ordinance 59-2021 (zoning map amendment) that successfully rezoned the properties (Lots 25, 26, 27 of the Elizabeth Starr, 6' Addition) fxom Urban Residential to General Commercial zoning district. This ordinance was previously assigned to the Richmond Advisory Plan Commission. On January 18, 2023, two adjacent property owners were notified about the petition by mail. On January 22, the public hearing was advertised in the Palladium -Item. On January 23, a signed was placed next to the ROW notifying passersby of the February 1 public hearing. No one from the public spoke in favor or opposition to the ordinance. Planning staff recommended approval of the ordinance, and the Plan Commission voted 8-0 to recommend approval of the ordinance to Richmond's Common Council.
