THE BOARD OF DIRECTORS FOR
RICHMOND POWER AND LIGHT
MARCH 8, 2010
The Board of Directors of Richmond Power and Light met Monday,March 8,2010 in the Council Chambers in
the Municipal Building in said City. Chairperson Welch presided.
ROLL CALL:
Present were: Jack Elstro, Bruce Wissel, Larry Parker, Kelley Cruse-Nicholson, Phil Quinn, Bob Goodwin,
Diana Pappin and Chairman Welch. Absent was J. Clayton Miller.
Also present were: Representing Richmond Power and Light- Randy Baker, Harry Phillips, Brent Wolf and
General Manager Steve Saum. Also in attendance was Raj Rao, President of the Indiana Municipal Power
Agency,Attorney Chris Wheeler, City Attorney Walt Chidester, County Commissioner Denny Burns, Dennis
Andrews from the Chamber of Commerce, Economic Development Corporation Director Tim Rogers, State
Representative Phil Pflum, Debbie Berry, Avis Stewart, Bill Smith, Pat Welch and several other citizens.
Benjamin Akaschi, Richard Jeffers and Dale Delay addressed Council.
DEMAND SIDE MANAGEMENT:
Mr. Rao and Ms.Wheeler presented an overview of the DSM Program. It was explained that this program has
been implemented by the Indiana Utility Regulatory Commission. The concerns of the Board were they were
being asked to participate in a program that RP&L has already put into practice,the cost and what it means to
the customer.
Mr. Saum asked for additional information before RP&L made a decision. He also asked for a Letter of
Consent to be rewritten to reflect that request. It was decided that Mr. Saum would write the letter and Mr.
Rao and Ms.Wheeler said that they would be more than happy to submit the request on behalf of RP&L.
