MONDAY, JANUARY 4, 2010
The Board of Directors for Richmond Power & Light Plant met in regular session at 7 p.m. January 4,
2010 in the Council Chambers in the Municipal Building in said City. Chairperson Welch presided.
ROLL CALL:
Present were: Howard "Jack" Elstro, Bruce Wissel, Clayton Miller, Bing Welch, Larry Parker, Diana
Pappin, Bob Goodwin and Phil Quinn. Absent was Kelley Cruse-Nicholson. 111
Also present were: Steve Saum, General Manager of RP&L; Walt Chidester, City Attorney and Karen
Chasteen, City Clerk
APPROVAL OF MINUTES:
Mr. Parker moved to approve the minutes of the meeting held December 21, 2009, supported by Ms.
Pappin. Upon a vote viva voce,the motion passed.
APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee, Ms. Pappin moved to approve the following bills for
payment, supported by Mr. Goodwin. Upon a vote viva voce, the motion passed.
Bills Already Paid:
Payroll and Deductions 312,839.56
Transfers from Cash Operating to:
Miscellaneous Prepaid Invoices 249,180.72
Telecom. Div. Misc. Pre Paid Invoices: 39,229.41
EFT/Direct Deposit of Payroll: 118,393.19
EFT Transfers: 482,856.50

STREET LIGHT COMMITTEE: None

REPORT BY GENERAL MANAGER:
• Staff is finalizing a report regarding a history of unbundled costs for the past three years.
• There will be a conference call on January 5 with the Environmental Protection Agency.
• RP&L has been generating at full capacity for the past two weeks.
• RP&L employees have volunteered their time to install the lights for the new baseball diamonds
on Garwood Road. There is no cost to the Company.
• Mr. Saum presented a gavel to immediate past president. Phil Quinn in appreciation of his service
in 2009.
