HomeMy Public PortalAbout12-21-2009 PROCEEDINGS OF THE BOARD OF DIRECTORS FOR RICHMOND POWER & LIGHT MONDAY, DECEMBER 21, 2009 The Board of Directors for Richmond Power& Light Plant met in regular session at 7 p.m. December 21, 2009 in the Council Chambers in the Municipal Building in said City. Chairperson Quinn presided. ROLL CALL: II Present were: Howard "Jack" Elstro, Kelley Cruse-Nicholson, Bruce Wissel, Clayton Miller, Bing Welch, Larry Parker, Diana Pappin, Bob Goodwin and Phil Quinn. Also present were: Kim Vessels, Assistant City Attorney; Steve Saum, RP&L General Manager; Karen Chasteen, City Clerk. APPROVAL OF MINUTES: Mr. Parker moved to approve the minutes of the meeting held December 7, 2009, supported by Mr. Miller. Upon a vote viva voce, the motion passed. APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS: Upon recommendation of the Finance Committee, Ms. Pappin moved to approve the following bills for payment, supported by Mr. Goodwin. Upon a vote viva voce,the motion passed. Bills Already Paid: Payroll and Deductions 326,701.65 Transfers from Cash Operating to: Miscellaneous Prepaid Invoices 155,305.58 Telecom. Div. Misc. Pre Paid Invoices: 33,081.17 EFT/Direct Deposit of Payroll: 121,852.32 EFT Transfers: 3,677,570.13 Total Bills Not Paid: 1,288,371.67 Grand Total: $5,359,177.88 I , STREET LIGHT COMMITTEE: None OLD BUSINESS: • AWARD BIDS ON TWO N3EW 13-INCH CAPACITY DISC CHIPPERS: All bids received did not meet required specifications. Mr. Wissel moved to reopen the bidding process, supported by Mr. Miller. Upon a vote viva voce, the motion passed. NEW BUSINESS: • CITY MASTER PLAN: There was discussion the proposed Master Plan relative to street lights in new subdivisions. Members of Council will meet with the Plan Commission to discuss recommendations. • BOARD MEETING: A special meeting to discuss the Five-Year Comprehensive Plan and an Executive Session regarding Environmental Protection Agency information will be held January 25, 2010, 6 PM at RP&L. REPORT BY GENERAL MANAGER: • Units are generating.
