HomeMy Public PortalAbout12-07-2009 PROCEEDINGS OF THE BOARD OF DIRECTORS FOR RICHMOND POWER & LIGHT MONDAY, DECEMBER 7, 2009 The Board of Directors for Richmond Power & Light Plant met in regular session at 7 p.m. December 7, 2009 in the Council Chambers in the Municipal Building in said City. Chairperson Quinn presided. ROLL CALL: Present were: Howard "Jack" Elstro, Kelley Cruse-Nicholson, Bruce Wissel, Clayton Miller, Bing Welch, Larry Parker, Diana Pappin, Bob Goodwin and Phil Quinn. Also present were: Roger Richert, Depot District; Walt Chidester, City Attorney; Renee Oldham, Center City Development; Randy Baker, RP&L Corporate Services Director and Karen Chasteen, City Clerk. APPROVAL OF MINUTES: Mr. Parker moved to approve the minutes of the meeting held December 7, 2009, supported by Mr. Miller. Upon a vote viva voce, the motion passed. APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS: Upon recommendation of the Finance'Committee, Ms. Pappin moved to approve the following bills for payment, supported by Mr. Goodwin. Upon a vote viva voce, the motion passed. Bills Already Paid: Payroll and Deductions 317,888.00 Investments Purchased From: Depreciation Reserve Fund 8,400,000.00 Consumer Deposit Fund 450,000.00 Insurance Reserve Fund 1,332,000.00 Bond Reserve Fund 750,000.00 Transfers from Cash Operating to: Miscellaneous Prepaid Invoices 289,607.08 Telecom. Div. Misc. Pre Paid Invoices: 64,297.50 EFT/Direct Deposit of Payroll: 118,346.56 EFT Transfers: 4,223,798.59 Total Bills Not Paid: 340.701.98 Grand Total: $16,049,946.59 STREET LIGHT COMMITTEE: None OLD BUSINESS: ■ OPEN BIDS ON CHIPPERS: Mr. Parker moved to accept the Proof of Publication to accept bids on two new 13-inch capacity disc chippers to replace a 1995 and a 1996 Brush Bandit Chippers as submitted by Mr. Baker, supported by Mr. Welch. Upon a vote viva voce, the motion passed. Three bids were submitted: Altec— Indianapolis, IN: $21,925/each ($43,950 w/$4000 trade-in) Premier Midwest—Fishers, IN: $35,000/each ($50,000 w/$10,000 trade-in) Southeastern Equipment Company— Indianapolis, IN: $27,275/each ($54,550 w/$10,000 trade-in) If this contract is awarded to Altec, Mr. Parker suggested RP&L consider no trade in and asking the Street and/or Park Departments if the chippers could be of use. Mr. Wissel moved to refer bids on two chippers to the General Manager for tabulation, evaluation and recommendation, supported by Mr. Miller. Upon a vote viva voce, the motion passed. NEW BUSINESS: None REPORT BY GENERAL MANAGER: • Market prices are up: Unit#2 was generating last week and Unit#1 will be generating later this week.
