Board members present were Jack Elstro, Bing Welch, Bob Goodwin, Clayton Miller,
Diana Pappin, Larry Parker, Bruce Wissel, and Chairman Philip Quinn. Board Member
Kelley Cruse-Nicholson was absent.
Also present were Steve Saum, Bobby Crye, Chris Cox, Randy Baker, and Rick
Pennington from Richmond Power and Light, Walt Chidester, City Attorney and Tony
Sullivan from Barnes & Thornburg Law firm.
The general substance of the matter discussed was discussion of strategy with respect to
the initiation of litigation or litigation that is either pending or has been threatened
specifically in writing. Indiana Code 5-14-1.5-6.1 (b) (2) (B)
This is to certify that no subject matter was discussed in the executive session other than
