FOR RICHMOND POWER & LIGHT
MONDAY, OCTOBER 19, 2009
The Board of Directors for Richmond Power & Light Plant met in regular session at 7 p.m. October 19,
2009 in the Council Chambers in the Municipal Building in said City. Chairperson Quinn presided.
ROLL CALL:
Present were: Howard "Jack" Elstro, Kelley Cruse-Nicholson, Bruce Wissel, Clayton Miller, Bing Welch,
Larry Parker, Diana Pappin and Phil Quinn. Absent was Bob Goodwin.
Also present were: Walt Chidester, City Attorney, Steve Saum, Richmond Power and Light General
Manager and Monica Burns, Deputy City Clerk.
APPROVAL OF MINUTES:
Mr. Parker moved to approve the minutes of the meeting held October 5, 2009 supported by Mr. Welch.
Upon a vote viva voce, the motion passed.
APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee, Ms. Pappin moved to approve the following bills for
payment, supported by Mr. Parker. Upon a vote viva voce, the motion passed.
Bills Already Paid:
Payroll and Deductions 314,314.89
Transfers from Cash Operating to:
Miscellaneous Prepaid Invoices 99,961.56
Telecom. Div. Misc. Pre Paid Invoices: 31,273.39
EFT/Direct Deposit of Payroll: 117,270.70
EFT Transfers: 4,637,532.28
Total Bills Not Paid: 1.417.604.94
Grand Total: 6,383,416.36
STREET LIGHT COMMITTEE: None
UNFINISHED BUSINESS: None
NEW BUSINESS: None
REPORT BY GENERAL MANAGER:
• Opened bids for a 4 door, 4-wheel drive vehicle for the T&D Superintendent. Mr. Parker
made a motion for the proof of file and publication supported by Ms. Cruse-Nicholson.
Upon a vote viva voce, the motion was passed. Those bids are as follows:
1) Wetzel Chevrolet Ford Mercury-$29,953.00
2) Studebaker- $35,100.00
Ms. Cruse-Nicholson made a motion to Refer Bids on a 4 door, 4-wheel drive vehicle to
the General Manager for tabulation, evaluation, and recommendation supported by Mr.
Miller. Upon a vote viva voce, the motion passed.
• Mr. Saum reminded the board members that they were having a Budget meeting on
November 5, 2009 at 6:00 PM at Richmond Power and Light.
• All the members of the board received a National magazine that contained a four page
article on Richmond Power& Light.
• The members were reminded of an Executive Session next Monday, October 26, 2009 at
RP&L—Board of Directors Minutes

6:00 PM at Richmond Power& Light. This meeting is to discuss EPA litigation.
• There was some generation this week of about 30 mega watts and the prices are still
down.
MISCELLANEOUS BUSINESS: None
ADJOURNMENT:
There being no further business and a motion duly made, the meeting was adjourned.
