FOR RICHMOND POWER & LIGHT
MONDAY, JULY 6, 2009
The Board of Directors for Richmond Power & Light met in regular session at 7 p.m. July 6, 2009 in the
Council Chambers in the Municipal Building in said City. Chairperson Quinn presided.
ROLL CALL:
Present were: Howard "Jack" Elstro, Kelley Cruse-Nicholson, Bruce Wissel, Clayton Miller, Larry Parker,
Diana Pappin, Bob Goodwin and Phil Quinn. Absent was Bing Welch.
Also present were Steve Saum, General Manager of Richmond Power and Light, Walt Chidester, City
Attorney and Monica Burns, Deputy City Clerk.
APPROVAL OF MINUTES:
Board member Parker moved to approve the minutes of the meeting held June 29, 2009, supported by
Board member Pappin. Upon a vote viva voce, the motion passed.
APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee, Board member Pappin moved to approve the following
bills for payment, supported by Board member Goodwin. Upon a vote viva voce, the motion passed.
Bills Already Paid:
Payroll and Deductions 2,086.49
Transfers from Cash Operating to:
Miscellaneous Prepaid Invoices 0.00
Telecom. Div. Misc. Pre Paid Invoices: 0.00
EFT/Direct Deposit of Payroll: 0.00
EFT Transfers: 2,086.49
Total Bills Not Paid: 84,578.96
Grand Total: $86,665.45

REPORT BY GENERAL MANAGER:
• Insurance Rates Overview: There will be a total savings of$46,000 with VanVleet Insurance.
• The Chester Boulevard lines have been installed. The old poles are being removed.
• The Environmental Protection Agency has received the letter from Richmond Power and Light.
The EPA was not completely satisfied. There will be a new link from the RP&L website —

• Both units are off line at the present time.
