HomeMy Public PortalAbout05-18-2009 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A BOARD OF DIRECTORS FOR THE RICHMOND POWER & LIGHT PLANT MONDAY, MAY 18, 2009 The Common Council of the City of Richmond, Indiana, serving as a Board in charge of the operations of the Richmond Power & Light Plant met in regular session at 7 p.m. May 18, 2009 in the Council Chambers in the Municipal Building in said City. Chairperson Quinn presided. ROLL CALL: Present were: Howard "Jack" Elstro, Kelley Cruse-Nicholson, Bruce Wissel, Clayton Miller, Bing Welch, Larry Parker, Diana Pappin, Bob Goodwin and Phil Quinn. Also present was General Manager Steve Saum, City Attorney Walt Chidester, Assistant City Attorney Kim Vessels and City Clerk Karen Chasteen. APPROVAL OF MINUTES: Mr. Miller moved to approve the minutes of the meeting held May 4, supported by Mr. Welch. Upon a vote viva voce, the motion passed. APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS: Upon recommendation of the Finance Committee, Ms. Pappin moved to approve the following bills for payment, supported by Mr. Goodwin. Upon a vote viva voce, the motion passed. Payroll: May 15, 2009 Net: $ 70,817.97 Direct Deposit: $ 118,250.47 Deductions: $ 134,511.81 TOTAL: $ 323,580.25 Investments Purchased From: Bond Reserve Fund: $ 350,000.00 Depreciation Reserve Fund: $2,220,000.00 TOTAL: $2,570,000.00 Miscellaneous Pre Paid Invoices: $ 189,960.46 Telecom. Div. Misc. Pre Paid Invoices: $ 2,272.19 Total Prepaid Invoices: $3,085,812.90 Less EFT/Direct Deposit of Payroll: $ 118,250.47 Total Prepaid Invoices: $2,967,562.43 Total EFT Transfers: $ 86,245.47 Total Prepaids plus EFT Transfers: $3,053,807.90 Total Bills Not Paid: 673,543.29 Grand Total of Bills to be Approved: $3,727,351.19 STREET LIGHT COMMITTEE: None OLD BUSINESS: • AWARD BID FOR 2009 HYBRID SUV: General Manager Saum recommended awarding the bid for a Hybrid SUV to replace Unit 48 to Wetzel Ford in the amount of $29,980.73. Mr. Welch moved to approve Mr. Saum's recommendation, supported by Mr. Parker. Upon a vote viva voce,the motion passed. NEW BUSINESS: None REPORT BY GENERAL MANAGER: • Insurance proposals are being reviewed • There will be a Cap and Trade seminar on May 29 at Ivy Tech, Johnson Hall. An up-to-date copy of the Waxman Bill will be distributed to the Board. Governor Daniels opposes this Bill. • RP&L is not generating at this time • The wells at the landfill are being fine tuned RP&L—Board of Directors Minutes May 18,2009 Page 2 MISCELLANEOUS BUSINESS: ■ Mr. Parker urged citizens to contact their legislators to encourage them to oppose the Cap and Trade Bill.
