THE RICHMOND POWER & LIGHT PLANT
MONDAY, MAY 4, 2009
The Common Council of the City of Richmond, Indiana, serving as a Board in charge of the operations of
the Richmond Power& Light Plant met in regular session at 7 p.m. May 4, 2009 in the Council Chambers
in the Municipal Building in said City. Chairperson Quinn presided.
ROLL CALL:
Present were Board members Howard "Jack" Elstro, Kelley Cruse-Nicholson, Clayton Miller, Bing Welch,
Larry Parker, Diana Pappin, Bob Goodwin and Phil Quinn. Absent was Bruce Wissel.
' Also present were City Attorney Walt Chidester, General Manager Steve Saum and City Clerk Karen
Chasteen.
APPROVAL OF MINUTES:
Mr. Parker moved to approve the minutes of the meeting held April 20, 2009, supported by Mr. Welch.
Upon a vote viva voce, the motion passed.
APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee, Mrs. Pappin moved to approve the following bills for
payment, supported by Mr. Goodwin. Upon a vote viva voce, the motion passed.

Payroll and Deductions 318,923.88
Investments Purchased From:
Depreciation Reserve Fund 5,900,000.00
Transfers from Cash Operating to:
Miscellaneous Prepaid Invoices 102,746.29

OLD BUSINESS:
• OPEN BIDS—HYBRID SUV:
Mr. Saum presented a copy of the Proof of Publication. Mr. Welch moved to accept, supported
by Mr. Parker.
The following bid was received for a Hybrid SUV to replace Unit 48, a 2002 Buick Century:
Wetzel Ford-$29,980.73
Mr. Welch moved to refer the bids to the General Manager for tabulation, evaluation .and
recommendation, supported by Mr. Parker. Upon a vote viva voce,the motion passed.
NEW BUSINESS:
None
REPORT BY GENERAL MANAGER:
• State Auditors have completed a full audit. The exit audit will be scheduled in late May
• The Indiana Municipal Power Agency trip to Trimble County will be May 21
• RP&L has applied for stimulus money for use with the methane gas development
• Both generators have been down for one month. They are operational, but the need is low at this
time
• A meeting with the Environmental Protection Agency has been scheduled
