Present: Councilmembers Robert Mitchell, Ann Thies, Philip Zietlow and Mayor Gary Acromite. Absent: Councilmember Wilfred Scherer Others Present: Public Works Director Jim Dillman, Zoning Administrator Loren Kohnen, Police Chief Rick Rabenort, Clerk -Treasurer Jeff Karlson, City Attorney Ron Batty and City Engineer Glenn Cook. Additions to Agenda 1. Approval for Robert Mitchell and Gary Acromite to meet with Planning Commission. 1. MINUTES Moved by Mitchell, seconded by Zietlow, to approve the minutes of the regular meeting of December 15, 1992 as submitted. Motion carried unanimously. 2. INFORMATIONAL MEETING WITH PLANNING COMMISSION Moved by Mitchell, seconded by Zietlow, to direct Bob Mitchell and Gary Acromite to meet with the Planning Commission at its next meeting on January 12, 1993, to inform the Commission of recent Comprehensive Plan amendments and to offer an explanation of the impact the changes will have on the future growth of Medina. Motion carried unanimously. 3. CEREMONIAL MATTERS Councilmember Zietlow expressed the City's appreciation to outgoing mayor, Gary Acromite and outgoing councilmembers Robert Mitchell and "Hunk" Scherer. Zietlow presented a plaque to Mitchell in appreciation of eight years of service on the council and a certificate to Acromite for the two years he served as mayor. Hunk Scherer was unable to attend the ceremony to receive his plaque for 12 years of service on the council. Clerk -Treasurer Karlson administered the Oath of Office to Mayor Anne Theis and Councilmembers John Ferris and Jim Johnson. Mayor Theis presided and moved to the next agenda item. 4. APPOINTMENTS TO PLANNING COMMISSION The council heard from seven of the eight candidates who had applied for a seat on the planning commission. Mayor Theis said two candidates would be selected to fill the two vacant seats. Theis added that the terms of three commissioners expire in March, 1993 and only one is eligible for reappointment. 4 The seven candidates interviewed by the council were Val Higgins, James Roehl, Thomas Wakefield, Robert Bradley, Carolyn Smith, James Lane and Frank Mignone. The council voted for two candidates by secret ballot. Carolyn Smith was elected on the first ballot and Frank Mignone on the third ballot. Moved by Ferris, seconded by Zietlow, to approve the appointments of Carolyn Smith, 2752 Hamel Road, and Frank Mignone, 3316 Red Fox Drive, to the planning commission to fill the seats vacated by John Ferris and Jim Johnson. Motion carried unanimously. Note: Smith filled Ferris's seat which expires March, 1995 and Mignone filled Johnson's seat which expires March, 1994. 5. ANNUAL BUSINESS Mayor Theis read a message to the citizens of Medina and the city council thanking the outgoing councilmembers for their years of service. Theis also mentioned several goals she would like the new council to work toward. Moved by Mayor Theis, seconded by Zietlow, to approve the appointment of Councilmember Thies as Acting Mayor. Motion carried unanimously. The council considered a request from the South Crow River News to be renamed the city's official newspaper for 1993. Councilmember Zietlow suggested finding out what the circulation of the Crow River News is in Medina and whether any other area newspaper qualified as a legal newspaper. Moved by Zietlow, seconded by Ferris, to designate the South Crow River News as the City's official newspaper for period of 90 days during which time the matter would be reviewed more thoroughly. Motion carried unanimously. Moved by Thies, seconded by Zietlow, to designate the following as official depositories for 1993: Farmers State Bank of Hamel; State Bank of Loretto; Bank of Maple Plain; Prudential Securities; Merrill Lynch; Shearson Lehman Brothers; Piper Jaffray, Inc.; and Juran & Moody, Inc. Motion carried unanimously. Moved by Zietlow, seconded by Thies, to reappoint Larry Elwell as Commissioner to the Elm Creek Watershed Commission and Anne Theis as Commissioner to the Pioneer Creek Watershed Commission contingent upon publication of a notice of these vacancies pursuant to legislative changes requiring this action. Motion carried unanimously. Moved by Thies, seconded by Ferris, to approve cigarette licenses for 1993 to the following Medina businesses: Medina Red Carpet Inn; Medina Recreations; Stop 'N' Go Liquors; Anderson Liquors; Big Woods Saloon; Rolling Green Country Club; Inn Kahoots; Walter G. Anderson Co.,; Don Mayor, Inc.; Olson's Mercantile; and Holiday Station Store. Motion carried unanimously. 6. HAMEL TRUNK SEWER PROJECT Moved by Thies, seconded by Zietlow, to authorize Brad Bjorklund of BCL Appraisals to appraise Parcels 25 and 27 for a fee of $1,600 after City Engineer Cook meets with the property owners one last time to obtain voluntary easements. Motion carried unanimously. 7. ESTABLISH DATE FOR BOARD OF REVIEW Moved by Zietlow, seconded by Ferris, to establish the 1993 local Board of Review meeting for Wednesday, April 7, 1993 at 7:00 p.m. in the City Hall Council Chambers. Motion carried unanimously. 8. RENEWAL OF WORKER'S COMPENSATION PLAN Moved by Ferris, seconded by Zietlow, to renew coverage of the League of Minnesota Cities Self -Insured Worker's Compensation Plan for the period January 1, 1993 to January 1, 1994, with the inclusion of a $1,000 deductible per occurrence, for a total net premium of $17,342. Motion carried unanimously. 6 9. SQUAD CAR REPAIR Moved by Zietlow, seconded by Thies, to approve the cost of additional repairs to the 1988 Chevy Caprice squad car. Motion carried unanimously. 10. APPROVE PAYMENT OF BILLS Moved by Thies, seconded by Ferris, to approve Order Check Numbers 11515 to 11595 for $207,369.67 and Payroll Check Numbers 13120-13142 for $13,136.56.
