HomeMy Public PortalAbout12-01-2008 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER& LIGHT PLANT MONDAY, DECEMBER 1, 2008 The Common Council of the City of Richmond, Indiana, serving as a Board in charge of the operations of the Richmond Power& Light Plant met in regular session at 7 p.m. December 1, 2008 in the Council Chambers in the Municipal Building in said City. Chairperson Welch presided. ROLL CALL: Present were: Howard "Jack" Elstro, Kelley Cruse-Nicholson, Bruce Wissel, Clayton Miller, Bing Welch, Diana Pappin and Bob Goodwin. Absent were Larry Parker and Phil Quinn. APPROVAL OF MINUTES: Board member Miller moved to approve the minutes of the meeting held November 17, 2008, supported by Board member Pappin. Upon a vote viva voce,the motion passed. APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS: Upon recommendation of the Finance Committee, Board member Pappin moved to approve the following;bills for payment, supported by Board member Goodwin. Upon a vote viva voce,the motion passed. Bills Already Paid: Payroll and Deductions 322,331.36 Investments Purchased From: Depreciation Reserve Fund 3,515,000.00 Transfers from Cash Operating to: Miscellaneous Prepaid Invoices 325,187.13 Telecom. Div. Misc. Pre Paid Invoices: 60,517.13 EFT/Direct Deposit of Payroll: (121,719.16) EFT Transfers: 2,217,433.00 Total Bills Not Paid: 555.117.30 Grand Total: $6,873,866.76 STREET LIGHT COMMITTEE: Second shift crews will be replacing burned out lights. OLD BUSINESS: None NEW BUSINESS: • BOARD APPROVAL OF THE 2009 EXPENSE BUDGET AND THE 2009, 2010 & 2011 CAPITAL BUDGET Due to the absence of two Board members, approval of the budgets was held until December 15, 2008. REPORT BY GENERAL MANAGER: • Unit#2 will be on line by December 10 • The Baghouse will be complete by the third week of December • Energy conservation tips: Lowering thermostat by 2 degrees will save 3%of energy Use foam backings under outlet covers and weather stripping at exterior doorways to help eliminate drafts MISCELLANEOUS BUSINESS: None ADJOURNMENT: There being no further business and a motion duly made,the meeting was adjourned.
