HomeMy Public PortalAbout08-04-2008 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT MONDAY, AUGUST 4, 2008 The Common Council of the City of Richmond, Indiana, serving as a Board in charge of the operations of the Richmond Power & Light Plant met in regular session at 7 p.m. August 4, 2008 in the Council Chambers in the Municipal Building in said City. Chairperson Welch presided. ROLL CALL: Present were: Howard "Jack" Elstro, Kelley Cruse-Nicholson, Bruce Wissel, Clayton Miller, Bing Welch, Larry Parker, Diana Pappin, Bob Goodwin and Phil Quinn. APPROVAL OF MINUTES: Board member Parker moved to approve the minutes of the meeting held July 28, 2008, supported by Board member Pappin. Upon a vote viva voce,the motion passed. APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS: Upon recommendation of the Finance Committee, Board member Pappin moved to approve the following bills for payment, supported by Board member Quinn. Upon a vote viva voce, the motion passed. . Investments Purchased From: Depreciation Reserve Fund 4,953,458.18 Insurance Reserve Fund 1,311,970.89 Consumer Deposit Fund 430,000.00 Transfers from Cash Operating to: Miscellaneous Prepaid Invoices 150,319.79 Total Bills Not Paid: 734.240.20 Grand Total: $7,579,989.06 STREET LIGHT COMMITTEE: Board member Miller submitted a petition from Vergie Markley and other residents of Hughes Lane and Polver Way requesting street lights. Street Light Committee Chair Elstro reiterated that all street light projects are on hold because of budget constraints; however, this petition will be reviewed by the Committee. OLD BUSINESS: None NEW BUSINESS: None REPORT BY GENERAL MANAGER: • The In-house 2009 Budget meeting will be October with a meeting of the Board November,10; 7 PM at Richmond Power and Light. • Baghouse: Materials have been received and the foundations are being constructed. • RP&L has still not received the findings of the Environmental Protection Agency visit. • Reminder: The meeting regarding Parallax will be August 11, 7 PM at Richmond Power and Light.
