HomeMy Public PortalAbout04-21-2008 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA,SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER&LIGHT PLANT MONDAY,APRIL 21,2008 The Common Council of the City of Richmond, Indiana, serving as a Board in charge of the operations of the Richmond Power& Light Plant met in regular session at 7 p.m. Monday,April 21,2008 in the Council Chambers in the Municipal Building in said City. Chairperson Welch presided. ROLL CALL: Present were: Howard "Jack" Elstro, Kelley Cruse-Nicholson, Bruce Wissel, Clayton Miller, Bing Welch, Diana Pappin,Bob Goodwin and Phil Quinn. Absent was Larry Parker. APPROVAL OF MINUTES: Board member Wissel moved to amend the April 7 minutes to reflect his absence,with a second by Board member Miller. Upon a vote viva voce, the motion passed. Board member Pappin moved to approve the minutes of the meeting held April 7,2008 as amended. Board member Goodwin seconded. Upon a vote viva voce,the motion passed. APPROVAL OF BILLS,INVESTMENTS AND TRANSFERS: Upon recommendation of the Finance Committee, Board member Pappin moved to approve the following bills for payment with a second by Board member Quinn. Upon a vote viva voce,the motion passed. Bills Already Paid: Payroll and Deductions 303,692.54 Transfers from Cash Operating to: Miscellaneous Prepaid Invoices 260,481.15 Telecom.Div.Misc.Pre Paid Invoices: 77,913.16 Total Prepaid Invoices: 642,086.85 Total EFT/Direct Deposit of Payroll: (118,327.11) Total Prepaid Invoices: 523,759.74 Total EFT Transfers: 2,456,324.52 Total Prepaids plus EFT Transfers: 2,980,084.26 Total Bills Not Paid: 2,054,288.66 Grand Total: $5,034,372.92 STREET LIGHT COMMITTEE: None OLD BUSINESS: • Randy Baker, representing the General Manager, presented the Proof of Publication to receive bids on two(2) dump trucks to replace Unit No. 29, a 1997 with 72,324 miles and Unit No. 39 with 89,425 miles. Board member Miller moved to accept the Proof as presented and place it on file, with a second by Board member Pappin. Upon a vote viva voce,the motion passed. The following bids were opened: Wetzel Ford - $53,470.00/truck ($4,500 trade in-Unit#39;$5,000 trade in-Unit#29) Studebaker Buick - $49,548.00/truck ($6,000 trade for each truck) Bloomington Ford - $48,260.50/truck (no trade in value listed) Board member Wissel moved to refer the bids to the General Manager to receive bids on two new dump trucks for tabulation, evaluation and recommendation. There was a second by Board member Cruse-Nicholson. Upon a vote viva voce,the motion passed. NEW BUSINESS: • Board Chair Welch, presented Certificates of Appreciation to Dennis Dixon and Susan Williams for their efforts in making the APPA Lineman Rodeo so successful. REPORT BY GENERAL MANAGER: • Baghouse bond bids were received and accepted. The low bid was Chase Bank at 3.64%. • Both Whitewater Unite are operating. • The 2008 APPA Lineman Rodeo was a great morale booster—a very successful event. • There will be a Special Meeting of the Board April 28, 7 PM,at Richmond Power and Light. The 2007 Annual Report will be presented. MISCELLANEOUS: • Board member Quinn asked to whom is a request made to remove tennis shoes from RP&L power lines. Mr.Baker suggested calling the Plant and relay information as to location. ADJOURNMENT: There being no further business and a motion duly made,the meeting was adjourned.
