HomeMy Public PortalAbout03-17-2008 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER&LIGHT PLANT MONDAY, MARCH 17, 2008 The Common Council of the City of Richmond, Indiana, serving as a Board in charge of the operations of the Richmond Power& Light Plant met in regular session at 7 p.m. Monday, March 3,2008 in the Council Chambers in the Municipal Building in said City. Chairperson Welch presided. ROLL CALL: Present were:Howard"Jack"Elstro, Kelley Cruse-Nicholson, Bruce Wissel,Clayton Miller, Bing Welch,Larry Parker, Diana Pappin,Bob Goodwin and Phil Quinn. APPROVAL OF MINUTES: Board member Parker to approve the minutes of the meeting held March 3, 2008. Board member Quinn seconded. Upon a vote viva voce,the motion passed. APPROVAL OF BILLS,INVESTMENTS AND TRANSFERS: Upon recommendation of the Finance Committee, Board member Pappin moved to approve the following bills for payment with a second by Board member Quinn. Upon a vote viva voce,the motion passed. Bills Already Paid: Payroll and Deductions $311,093.10 Transfers from Cash Operating to: Miscellaneous Prepaid Invoices 452,513.54 Telecom.Div.Misc.Pre Paid Invoices: 8,840.96 Total Prepaid Invoices: 772,447.60 Total EFT/Direct Deposit of Payroll: (118,046.221 Total Prepaid Invoices: 654,401.38 Total EFT Transfers: 84,451.16 Total Prepaids plus EFT Transfers: 738,852.54 Total Bills Not Paid: 1.118.116.37 Grand Total: 1,856,968.86 STREET LIGHT COMMITTEE: None OLD BUSINESS: None NEW BUSINESS: • HODGIN ROAD TRANSMISSION LINE RE-BUILD BID OPENING: Mr. Duke provided the Proof of Publication requesting bids for the Hodgin Road Transmission Line Re-Build. Board member Parker moved to accept the Publication and place it on file,with a second by Board member Goodwin. Upon a vote viva voce,the motion passed. The following bids were received: GPD Associates Spectrum Engineering $105,000.00 $140,508.25 Power System Engineering Power Systems Design $85,909.00 $85,000.00 Sargeant Lundy Real Time Utility Engineers $98,500.00 $367,119.76 Board member Wissel moved to refer the bids for engineering to the General Manager for tabulation, evaluation and recommendation,with a second by Board Member Miller. Upon a vote viva voce,the motion passed. REPORT BY GENERAL MANAGER: Representing General Manager Steve Saum was Gus Duke. • In response to an inquiry of Board member Quinn, Mr. Duke reported there will be approximately 25-30% local labor for the Bag house project. He also stated the soil borings are complete. The bond sale in the amount of$7.1 million will be final April 3. • Whitewater Unit No. 2 experienced an outage. There was a leak which has been repaired. The Unit will be back in operation after routine maintenance. • In response to an inquiry of Board member Wissel, Mr. Duke relayed the modifiction factor for the workers compensation insurance is a.91. • Reminder: A Board meeting has been scheduled for Monday,March 24,7 PM at Richmond Power and Light.
