6. 91 Express Lanes Monthly Status Reports

Overview
The 91 Express Lanes status reports for the months of October 2004, November
2004 and December 2004 have been prepared for Statue Route 91 Advisory
Committee review. The reports highlight operations, maintenance activities,
finance, and external communications. Year-to-date traffic, revenue and financial
information for October 2004, November 2004 and December 2004 are
provided.
Recommendation
Receive and file the 91 Express Lanes Monthly Status Reports for the months of
October 2004, November 2004 and December 2004.

7. Real -Time Methods for Dynamic Pricing

Overview
The Orange County Transportation Authority has undertaken consideration of
dynamic pricing as a tool for maximizing corridor throughput. This Performance
Monitoring and Pricing Pilot Project study uses technology to monitor and report
travel time and speeds in both the 91 Express Lanes and main lanes. As a
progress report, staff will present an assessment of real-time pricing methods.
Recommendation
Receive and comment on the presentation of real-time pricing methods.

8. Mid County Parkway Project
Cathy Bechtel, RCTC, Director of Transportation Planning and Policy Development
Overview
The Riverside County Transportation Commission will provide an overview of the
Mid County Parkway project, one of the four new transportation corridors identified
under the Community and Environmental Transportation Process. The Community
and Environmental Transportation Process is part of the larger Riverside County
Integrated Project to integrate land use, transportation, and conservation planning
for the future development of the County.
Recommendation
Receive and file the report on the Mid County Parkway.

The December 3, 2004, regular meeting of the Orange County Transportation Authority
State Route 91 Advisory Committee was called to order at 9:05 a.m. at the Eagle Glen
Golf Club meeting facilities, Pinnacle Room; Committee Chairman Tavaglione called
the meeting to order.
Call to Order

Committee Member Brown led the assembly in the Pledge of Allegiance.

There were no Special Calendar Matters.
Consent Calendar (Items 1 through 4)
1. Approval of Minutes
A motion was made by Committee Member Brown, seconded by Committee
Member McCracken, and declared passed unanimously by the Committee
Members present, to approve minutes of the Orange County Transportation
Authority State Route 91 Advisory Committee meeting of September 10, 2004.
Committee Member Brown abstained on this item having not been present at the
meeting on that date.

2. 91 Express Lanes Monthly Status Reports
A motion was made by Committee Member Brown, seconded by Committee
Member McCracken, and declared passed unanimously by the Committee
Members present, to receive and file the 91 Express Lanes Monthly Status
Reports for the months of July 2004, August 2004, and September 2004.
3. Consultant Procurement for the Riverside Freeway (State Route 91)
Eastbound Auxiliary Lane Project
A motion was made by Committee Member Brown, seconded by Committee
Member McCracken, and declared passed unanimously by the Committee
Members present, to direct staff to continue to develop and advance the
Riverside Freeway (State Route 91) Eastbound Auxiliary Lane Chokepoint
Project.
4. Selection of a Consultant for Design and Construction Management Services
for the 91 Express Lanes Preventive Pavement Maintenance Project
A motion was made by Committee Member Brown, seconded by Committee
Member McCracken, and declared passed unanimously by the Committee
Members present, to receive and file as an information item.
Regular Calendar
5. 91 Express Lanes Violations and Enforcement Ordinance
Ellen S. Burton, General Manager of the 91 Express Lanes, presented the
ordinance, and she went over the hand-out. Ms. Burton stated that Attachment
B regarding the Schedule of Penalties was amended, and it reflects the
allowable DMV hold of $80. Discussion followed:
• How are violations handled with the rental car agencies or a car dealer that
provides a loaner car? Ms. Burton responded that the rental agency is
contacted to find out who rented the car during that violation.
• How well do the transponders operate, because there are times when they
do not buzz or blink? Ms. Burton responded that the life cycle of the
transponder battery is about three to five years, which is a minimal issue.
• What happens to a customer if they do not place the transponder in their car?
Ms. Burton responded that the California Highway Patrol (CHP) could cite the
customer for a violation of $271, and if the license plates were on the
account, there would only be a plate read.

• Are investigations conducted for the repeat offenders? Ms. Burton
responded that there is a top 100 -violator list, and the express lane booths
are provided a description and picture of the vehicle, as well as the times that
the vehicle goes through the lanes. In addition, sting operations are set up to
catch the violators.
• What is the cost for collections and uncollectible violations? Ms. Burton
responded that the costs are recovered through the violation system, and
since January 2004 100 percent of the violation fees have been collected;
however, there is a backlog of $2 million in violations.
A motion was made by Committee Member Winterbottom, seconded by
Committee Member Brown, and declared passed unanimously by the Committee
Members present, to recommend that the Orange County Transportation
Authority Board of Directors adopt the proposed 91 Express Lanes Violations
and Enforcement Ordinance.
6. Performance Monitoring and Pricing Pilot Project
Ellen S. Burton, General Manager of the 91 Express Lanes, went over the hand-
out. Ms. Burton introduced Steve Schibuola and Don Murphy, IBl Group, who
presented the pilot project and discussion followed:
• Is there an ability to provide information to the customer under the dynamic
pricing system? Mr. Murphy responded that this system would be able to
track the pricing trends. The information could be made available to the
customer by posting a sign indicating the expected tolls by the time of day.
• Could there be a cap on the tolls could going up or down. Mr. Murphy
responded yes.
• Will there be an option of hearing the toll fees through a radio frequency?
Ms. Burton responded that there was a radio frequency which was hard to
hear and not reliable. Caftans will work with OCTA regarding their
recommendation for better signage further down stream on all ends of the 91
Express Lanes.
• Recommended a component in the study to determine if there is an impact
on the business community.
• Recommended including the Riverside customers in the incentives portion of
the study.
• Suggested a toll reduction during the off peak time because the system is
tracking it more carefully, and the basic toll rate structure will needs to be
adjusted accordingly.
• Will there be a review of the economics in regards to what might shift in terms
of pricing? Mr. Schibuola responded yes and that several scenarios would
be reviewed.

• Consumer behavior in regards to what fees were posted versus what they
actually pay and "cutter" safety issues will need to be addressed.
• What is the estimated cost of the sensor system? Ms. Burton responded that
the estimated cost come provided in the "white paper."
• Will the HOV 3 be part of the study? Ms. Burton responded that it would be
placed on the list to study.
A motion was made by Committee Member Brown, seconded by Committee
Member Winterbottom, and declared passed unanimously by the Committee
Members present, to direct staff to provide regular updates on the Performance
Monitoring and Pricing Pilot Project.
Other Matters
7. General Managers' Report
Ellen S. Burton, General Manager of the 91 Express Lanes, reported:
• There was a customer roundtable to obtain feedback on the general
satisfaction and suggestions for improvement.
• Distributed the 2005 OCTA Board roster, and stated that there is a new
Board composition with the passing of Assembly Bill 710. The OCTA Board
has expanded from 12 to 18 members.
• Distributed and mentioned the tentative meeting dates for the 2005 State
Route 91 Advisory Committee.
• The OCTA store is now selling gift certificates for the 91 Express Lanes.
• Arthur T. Leahy, OCTA Chief Executive Officer, stated that Marian Bergeson
had been appointed to the California Transportation Commission.
8. Committee Members' Reports
Committee Member Winterbottom stated that many of the channelizer barriers
are missing and has there been a review of other barriers. Ms. Burton
responded that Caltrans has reviewed other barriers.
Committee Member Winterbottom inquired if the CHP could be dispatched to
chase down the "cutter" violators. Ms. Burton responded that the CHP does look
for "cutter" violators.
Committee Member Miller introduced Mayor Pro Tern, Karen Spiegel, and
Council Members Eugene Montanez and Steve Nolan from the City of Corona.

Committee Vice Chairman Campbell stated that Orange County has a Measure
M, which is equivalent to Riverside's Measure A, and that Measure M will expire
in 2011. The OCTA Transportation 2020 Working Group will issue a
recommendation to the OCTA Board on December 13 to continue development
of the project lists and to work with the community to have Measure M extended.
In addition, he also discussed the outcome of the Orange County polling to
extend Measure M.
Committee Member Keenan stated that this was his last meeting, and it had
been a privilege to serve on this Committee.
Committee Chairman Tavaglione recognized the three outgoing Committee
Members Shirley McCracken, Tim Keenan, and Greg Winterbottom from the
OCTA Board.

11. Adjournment
The December 3, 2004, meeting of the State Route 91 Advisory Committee
