IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT
MONDAY, November 5, 2007
The Common Council of the City of Richmond, Indiana, serving as a Board in charge of the operations of
the Richmond Power & Light Plant met in regular session at 7 p.m. Monday, November 5, 2007 in the
Council Chambers in the Municipal Building in said City. Chairperson Parker presided.
ROLL CALL: Present were: Howard "Jack" Elstro, Bruce Wissel, Karl Sharp, Bing Welch, Larry Parker,
Al Glover, Diana Pappin and Gil Klose. Absent was Etta Lundy.
APPROVAL OF MINUTES: Board member Welch moved to approve the minutes of the meetings,held
October 15 and October 22, 2007. Board member Sharp seconded. Upon a vote viva voce, the motion
passed.
APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee, Board member Pappin moved to approve the following
bills for payment with a second by Board member Klose. Upon a vote viva voce, the motion passed. .
Bills Already Paid:
Payroll and Deductions 608,259.23
Transfers from Cash Operating to:
Miscellaneous Prepaid Invoices 304,126.13
Telecom. Div. Misc. Pre Paid Invoices: 26,992.37

OLD BUSINESS:
■ Open Bids—Digger Derrick to replace Unit#24, a 1997 Digger Derrick with 48,746 miles.
Board member Welch moved to accept the Proof of Publication and place it on file, with a second
by Board member Pappin. Upon a vote viva voce, the motion passed.
Bids received were:
Deuco = $185,334 Altec = $196,912

Board member Wissel moved to refer the Digger Derrick bids to the General Manager for
tabulation, evaluation and recommendation,with a second by Board member Sharp. Upon a vote
viva voce, the motion passed.
■ Open Bids — Two (2) single drum, trailer mounted Puller/Tensioners to replace Unit #105 and
#106, 1982 Puller/Tensioners.
Board member Welch moved to accept the Proof of Publication and place it on file, with a second
by Board member Wissel. Upon a vote viva voce, the motion passed.
One bid was received from Sherman & Riley = $105,400

Board member Welch moved to refer the Puller/Tensioner bids to the General Manager for
tabulation, evaluation and recommendation, with a second by Board member Pappin. Upon a
vote viva voce, the motion passed.

Board member Sharp moved to accept the Proof of Publication and place it on file, with a second
by Board member Welch. Upon a vote viva voce, the motion passed.

Board member Sharp moved to refer the Bag House bids to the General Manager for tabulation,
evaluation and recommendation, with a second by Board member Welch. Upon a vote viva voce,
the motion passed.
NEW BUSINESS: None
REPORT BY GENERAL MANAGER:
• The Indiana Municipal Power Authority voted to a base rate increase of 4%. This equates to
approximately a .2% increase locally.
• Re the Capacity Purchase Agreement— profits will be split 50/50. The vote will be in December.
At the present time,this equates to approximately$650,000 for Richmond Power& Light.
• The American Public Power Association Rally will be in Washington, D.C. February 25-27. Board
members interested in attending should contact Mr. Saum.
• Mr. Saum acknowledged Dennis Dixon for his work with the Indiana Municipal Electric
Association.
• Mr. Saum will be sending a congratulatory letter to Scottsburg Mayor Bill Graham, who was the
recent recipient of the Indiana Municipal Electric Association's Frank Rudolph Award.
MISCELLANEOUS BUSINESS:
• There will be a Budget Meeting on Thursday, November 8, at Richmond Power and Light.
