IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT
MONDAY, AUGUST 6, 2007
The Common Council of the City of Richmond, Indiana, serving as a Board in charge of the operations of
the Richmond Power & Light Plant met in regular session at 7 p.m. Monday, August 6, 2007 in the
Council Chambers in the Municipal Building in said City. Chairperson Parker presided.
ROLL CALL: Present were: Howard "Jack" Elstro, Etta Lundy, Bruce Wissel, Karl Sharp, Bing Welch,
Larry Parker,Al Glover, Diana Pappin and Gil Klose.
APPROVAL OF MINUTES: Board member Wissel moved to amend the minutes of the July 16 minutes.
The last word in the first bullet point under "Report by General Manager" should be premium in lieu of
rates. There was a second by Board member Welch. Board member Wissel moved to approve the
minutes of the meeting held July 16, 2007 as amended. Board member Welch seconded. Upon a:vote
viva voce, the motion passed.
APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee, Board member Pappin moved to approve the following
bills for payment with a second by Board member Klose. Upon a vote viva voce, the motion passed.

STREET LIGHT COMMITTEE:
• Board member Sharp reported the request for lights on Devon Drive is denied. The project would
have been too costly.
OLD BUSINESS:
• Bag House estimates are being received.
NEW BUSINESS:

• Indiana Utility Regulatory Commission: Smart Metering is not going to be required.
REPORT BY GENERAL MANAGER:
• The Ribbon Cutting Ceremony for the Whitewater Valley Substation will be August 14 atl9:30
A.M.
