Watertown Yacht Club 425 Charles River Road Watertown, MA 02472 The Watertown Licensing Board met to consider the application of the Watertown Yacht Club an All Alcohol Club License to be exercised at 425 Charles River Road. Paul Dubiel, commodore, Frank Pisano, vice-commodore, and Joseph Connors, rear commodore, appeared in support of the application. Mr. Dubiel explained that the club had applied for various special, one- day licenses for a period of years, and is now looking to expand its activities, which a club license will allow. He stated that he will complete the TIPS program, as will other members, and that the beverage chairman, Kirk Kaloustian, is TIPS certified. Mr. Dubiel noted that he and other members of the club have obtained a crowd control license. Board chairman Doucette reminded Mr. Dubiel of the annual reporting requirements for club license holders and that alcohol service events at the club are for members and their guests. Sergeant Grady stated that the Police Department had no objection to the granting of the requested license, provided that the conditions stated below were imposed. The Licensing Board voted unanimously to grant the requested license, subject to the following conditions: 1. The licensed premises will consist of 3,400 square feet indoors and 1,420 square feet outdoors, to include the outside deck. 2. Seating will be limited to 120 persons, for the areas shown on the plan submitted (floor plans for Watertown Yacht Club, respectively entitled “First Floor 50’ x 28’ Rough ‘as is’ Jan 2016 [WYC interior]” and “Second Floor 50’ x 40’ Rough ‘as is’ Jan 2016”). 3. The hours of operation shall be Monday through Sunday, 12:00 p.m. to 12 midnight. 4. The manager, Paul Dubiel, shall ensure that all bartenders / servers of alcohol attend and successfully complete an alcohol awareness training program (e.g., TIPS) within 30 days of appointment or expiration of certification. 5. The manager of record or his/her designee shall ensure that all laws of the Commonwealth, all rules and regulations of the Licensing Board and all ordinances of the Town applicable to the license are complied with at all times. 4. GoBeers, Inc.d/b/a Go Beers c/o Cassis & Cayer Attention: Jon D. Aieta 18 Russell Park Quincy, MA 02169 The Watertown Licensing Board has continued its hearing on the application of GoBeers, Inc. d/b/a GoBeers for a Wine and Malt Package Goods Store License to be exercised at 23 Elm Street. The continued hearing will be held on March 17, 2016 at 7:15 p.m. in the Philip Pane Hearing Room, Administration Building, 149 Main Street, Watertown, MA. 5. Yere 1, Inc. d/b/a Coolidge Corner Food Yere 1 43 Rando Lane Waltham, MA 02451 The Watertown Licensing Board met to consider the application of Yere 1, Inc. d/b/a Coolidge Corner Food Yere 1for a transfer to it of the Wine and Malt Package Goods Store License held by Hratch Seth Arahamian d/b/a Coolidge Variety & Deli. Attorney Ken Leitner appeared in support of the application, together with Arnak Khachatryan, president. Attorney Leitner stated that Mr. Khachatryan has experience as a bartender in London, and the Karoun restaurant in Newton, MA approximately 13 years ago. The applicant proposes to operate the package store for the same hours as it is presently open, but with an expansion on Sunday for neighborhood convenience. Mr. Khachatryan runs a medical billing business on a remote basis, so he can be on-site at the convenience store, as manager. He intends to buy a customer identification scanning machine. Attorney Leitner also reported that members of Mr. Khachatryan’s family will be the primary workers. Mr. Khachatryan stated that he would obtain TIPS training through the Health Department. Sgt. Grady stated that the Police Department had no objection to approval of the proposed transfer, provided that the conditions stated below were imposed. The Licensing Board voted unanimously to approve the transfer of the license, subject to the following conditions: 1. The hours of operation shall not exceed 8:00 a.m. to 8:00 p.m. Monday through Wednesday, 8:00 a.m. to 9:00 p.m. Thursday through Saturday and 10:00 a.m. to 9:00 p.m. on Sunday. 2. The area designated for the storage of wine and malt beverages shall be as shown on the plan submitted (plan entitled “Store Layout Plan location 4 Bigelow Avenue Watertown, MA Coolidge Variety & Deli” dated March 25, 2009 by Nijdeh H. Havan, P.E.). 3. The owner, manager, and any employees engaged in the sale of alcohol shall obtain an alcohol awareness training program certification (e.g., TIPS) within 30 days of hire or expiration of certification. Copies of all certifications shall be forwarded to the Town Clerk’s office. 4. No alcohol shall be consumed on the licensed premises. 6. KSVT, Inc. d/b/a Athens Pizza & Grille 153 Milk Street Westborough, MA 01581 The Watertown Licensing Board met to consider the application of KSVT, INC. d/b/a Athens Pizza & Grille for a common victualler license to be exercised at 2 Watertown Street. No one appeared on behalf of the applicant. A phone call to the Town earlier in the day communicated that the applicant wished to withdraw the application. The Board voted unanimously to allow the applicant leave to withdraw. If a formal, written request for leave to withdraw is not submitted within ten (10) days of the date of the notice, the application will be deemed withdrawn.
