MINUTES

During discussion concerning Mill Park site vs. Muir Lease site, Fish
and Game told the committee either site plan was workable and
acceptable. After discussion:
Allen Muller moved to recommend to City Council to approve
locating the Net Pens at the Muir Lease site.
Second by Dr. Allen, the motion passed unanimously.
Dr. Allen moved to recomnend to the City Council that the City
accept ownership and assume permanent maintenance obligations for the
facility considering the following stipulations;
1. that the City ascertain an estimate of the annual maintenance
obligation(Mr. Smith agreed to develop & outline those costs for the
Sept. 13 Council presentation).
2. that Mr. Smith present a plan for support and assistance of the
maintenance functions by community service groups.
3. that the Fish and Game Dept. execute a written agreement with the
city to provide nets, fish, and technical assistance for the program
for a 5-10 year period.
Seconded by Allen Muller, the motion passed unanimously.
Staff Reports
1. Letter from Nelle Tobias: Committee acknowledged receiving
the letter(attachment). Kathy Killen agreed to respond.
2. Brian Chapman Memorial Fund: Schmidt informed committee that
a Fund had been created and gifts would be reported to the Chapman
family. Furthermore, the city would then work with the Lake Front
Park Architect and the family to create a memorial(e.g. bench) based
upon costs.
3. Parks Budget: Schmidt updated the committee on the status of
the parks budget.
4. Review of the Bond Issue: Staff reported on completed
projects and those in progress, reviewed resources and expected costs
for projects outstanding.
After lengthy discussion, Dr. Allen moved to recommend to the
City Council that all new acquisitions be registered on the National
Park Service inventory of Outdoor Recreation Land, except the Golf
Course Clubhouse site.
Seconded by Allen Muller, the motion passed unanimously.
The committee determined to focus its activity in the next months
on the following matters,
1. "Banking" the Gentry parcel for a future grant match;
2. the future of the dock builder's leases;
3. the development from Mill Park to the Gentry parcel;
4. a conceptual design for park facilities on the Golf Course
Clubhouse site;
5. confirm land acquisition as a priority.
Park Use Plan
The City needs a written policy as to park use. Staff was requested
to secure and review park use policies from other cities.
Basketball Court Seal Coating
Mr. Baker informed the committee that the new Basketball Courts should
be Seal Coated(has not been done since 1960) to complete the Tennis
Court rehabilitation project. Mr. Baker also informed the committee
he had a bid of $1,200.00 from Ron Young, for this work. The
committee agreed to visit the Tennis Courts and do a phone vote.
9-7-90 Max Williamson moved to recommend to the City Council to
approve the Seal Coating of the Basketball Court.
Second by Allen Muller, the motion passed unanimously by phone
vote.

Dear Editor:
Many of us deplore that the good intentions of Tom McCall, our
pioneer landholder, ne'er came to fruition. It seems that he
planned to give the do .ntown lakefront to the Village for a
park, but his heir:: saw it otherwise.
Vow that the Village has become a City and is planning for its
future, I am asking the Transportation Committee, the Planning
and Zoning Board and the City Council to envision with me the
initial breathtaking view of our Payette Zake, free of man-made
obstructions. This would entail I:ake Street "f',r pedestrians
only" from Mountain Monkey Business to the Yach". Club, with a
lakefront park development from the street to the water's edge.
There is only so much lakeshore, much of it being walled off
from residents and visitors alike. From those privileged to
build those walls, I ask that the planning and regulating
bodies exact compensation to cover purchases of the lakeside
business holdings and nearby parking areas.
It is not the battling of city street traffic that we remember
with pleasure, but rather,those rare walking streets, off limits
to automobiles, that leave us treasured memories. When we throw
in access to Payette Lake, we have served our public and our-
selves with a gem -studded memory.
Don't tell me that the opportunity for such a forward step has
passed. What can be achieved is limited only by the commitment
of McCall people to McCall's future. Are we serious about that
future or not?
