Chief. The City of Tybee is an island off the coast of Georgia approximately 20 miles from Savannah, Georgia. There are approximately 4,000 residents, but due to the fact that Tybee is a designated Beach Community that number greatly expands to 15,000-20,000 during the spring and summer months. Description of Duties: The position of Fire Chief serves under the direction of the City Manager with general responsibilities for developing, planning, organizing, directing a combined paid/volunteer Fire Department, Ocean Rescue and Emergency Management operations. This position oversees fire suppression and prevention, ocean rescue, water rescue, emergency medical responder(EMR) services, hazardous materials management, disaster preparedness and response, general administration functions, and performs related responsibilities as required. Minimum Qualifications: • Associate's degree in a relevant field from an accredited university. • NPQ Fire Officer 2 certification as set forth by the State of Georgia Fire Academy. • The completion of NPQ Fire Officer 3 and 4, and the Georgia Chief Fire Officer Orientation Course shall be required within 18 months of hire date. • Ten years of extensive experience in the firefighting work of a progressively responsible nature, serving at least five years in a command or supervisory capacity. • Possession of or ability to readily obtain a valid driver's license issued by the state of Georgia for the type(s) of vehicle or equipment operated. Preferred Qualifications: • Bachelor's degree in a relevant field from an accredited university. • NPQ Fire Officer 4 certification as set forth by the State of Georgia Fire Academy. • Completion of the Georgia Chief Fire Officer Orientation course. CURRENT JOB DESCRIPTION JOB TITLE: Fire Chief PS03 DEPARTMENT: Fire, City of Tybee Island JOB SUMMARY: This position is responsible for the management and operation of the city's paid/volunteer Fire Department, Lifeguards, and Emergency Management. MAJOR DUTIES: o Plans, organizes, directs, and coordinates city-wide fire services, including fire prevention and suppression and support services, ocean rescue, water rescue, emergency medical responder(EMR) services, hazardous materials management, disaster preparedness and response, and emergency management. o Develops and implements department policies and procedures; enforces city and personnel policies and procedures. o Receives applications from volunteer fire fighter candidates and lifeguards; interviews candidates; ensures background checks are performed; selects new volunteers for the fire department, and lifeguards for the City of Tybee. o Prepares equipment specifications; oversees maintenance and repair of firefighting apparatus, fire hydrants, and equipment; establishes and plans maintenance program for all apparatus, fire hydrants, and equipment to ensure equipment readiness; participates in equipment testing activities as required. o Evaluates department needs; prepares and presents the annual department budget; monitors expenditures under the current budget and approves department requisitions. o Reviews and approves department training programs and activities; serves as a fire and safety training instructor. o Attends state and national training programs, seminars, conferences, and workshops. o Responds to incidents and performs firefighting duties as necessary o Oversees investigation of fire origins and causes; conducts arson investigations and assesses suspicious fires. o Monitors maintenance of existing fire hydrants; determines locations of new hydrants. o Monitors on-call personnel schedule to determine if emergency staffing is adequate; adjusts schedule when necessary. o Coordinates and supervises fire service activities with other emergency services during disasters and at fire scenes. Fire Chief, Fire Page 2 o Documents all department activities such as responses, equipment testing, staff training, facility inspections, etc.; prepares correspondence, proposals, and various reports. o Represents the Fire Department at public functions and makes fire prevention presentations to business, civic, church, school, and government organizations. o Performs other related duties as assigned. KNOWLEDGE REQUIRED BY THE POSITION: o Knowledge of local ordinances, department rules and regulations, and local, state and federal fire and building codes. o Knowledge of fire prevention and suppression techniques,principles,practices, and equipment. o Knowledge of city layout, and hydrant locations. o Knowledge of accounting and budgeting practices. o Knowledge of planning and purchasing practices. o Knowledge of hazardous materials. o Knowledge of ISO grading schedules. o Knowledge of fire investigation techniques. o Skill in management and supervision in both routine and emergency situations. o Skill in the use of office equipment such as a computer, typewriter, facsimile machine, and copier. o Skill in the operation of fire suppression equipment. o Skill in decision making and problem solving. o Skill in public and interpersonal relations. o Skill in oral and written communication. Fire Chief, Fire Page 3 SUPERVISORY CONTROLS: The City Manager assigns work in terms of very general instructions. The supervisor spot-checks completed work for compliance with procedures and the nature and propriety of the final results. GUIDELINES: Guidelines include local, state, and federal fire and building codes and laws, local ordinances, ISO grading schedule, and department rules and regulations. These guidelines require judgment, selection, and interpretation in application. COMPLEXITY: The work consists of varied managerial, supervisory, and administrative duties. The need to handle daily administrative duties while remaining ready to respond to emergency calls contributes to the complexity of the work. SCOPE AND EFFECT: The purpose of this position is to ensure the orderly and efficient day- to-day operation of fire protection services to the community. Successful performance helps ensure protection for life and property and contributes to community well-being and lower insurance rates. PERSONAL CONTACTS: Contacts are typically with fire personnel, other city employees, state officials, other department heads, emergency medical service personnel, members of the business community, utility providers, and the general public. PURPOSE OF CONTACTS: Contacts are typically to give or exchange information, resolve problems, provide services, and motivate personnel. PHYSICAL DEMANDS: The administrative aspect of this position is typically performed while sitting at a desk. Fire scene command involves physical and mental stress. The employee lifts light and heavy objects, climbs ladders, uses tools or equipment requiring a high degree of dexterity, and must be able to distinguish between shades of color. WORK ENVIRONMENT: The work is performed primarily in an office, except while at a fire scene, where the employee may be exposed to noise, dust, dirt, grease, machinery with moving parts, irritating chemicals, and inclement weather. The work requires the use of protective devices such as masks, goggles, or gloves. SUPERVISORY AND MANAGEMENT RESPONSIBILITY: This position has direct supervision over Administrative Assistant(1), Emergency Management Coordinator(1), Lifeguards and Volunteer Fire and Rescue Personnel. MINIMUM QUALIFICATIONS o Knowledge and level of competency commonly associated with the completion of a baccalaureate degree in a course of study related to the occupational field. Fire Chief, Fire Page 4 o Experience sufficient to thoroughly understand the diverse objectives and functions of the subunits in the division/department in order to direct and coordinate work within the division/department, usually interpreted to require 10 years of related experience. o Possession of or ability to readily obtain a valid driver's license issued by the State of Georgia for the type of vehicle or equipment operated. o Completion of Georgia Fire Academy Fire Officers Training 1 and 2. Completion of Georgia Fire Academy Fire Offices Training 3 and 4 is preferred, but can be obtain within 18 months of hire date. o Completion of Georgia Chief Fire Office Orientation Course is preferred, but can be obtained within 18 months of hire date. FIRE CHIEF JOB REQUIREMENTS AND DESCRIPTION OF DUTIES * Possess a minimum of an Associate's degree in a relevant field from an accredited university and NPQ Fire Officer 2 certification as set forth by the State of Georgia Fire Academy.
