IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT
MONDAY, APRIL 2, 2007
The Common Council of the City of Richmond, Indiana, serving as a Board in charge of the operations of the
Richmond Power& Light Plant met in regular session at 7 p.m. Monday,April 2, 2007 in the Council Chambers
in the Municipal Building in said City. Chairperson Parker presided.
ROLL CALL: Present were: Etta Lundy, Bruce Wissel, Karl Sharp, Bing Welch, Larry Parker, Al Glover, Diana
Pappin and Gil Klose. Absent was Howard "Jack" Elstro.
APPROVAL OF MINUTES: Board member Wissel moved to approve the minutes of the meeting held March
19, 2007. Board member Sharp seconded. Upon a vote viva voce, the motion passed.
APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee, Board member Pappin moved to approve the following bills
for payment with a second by Board member Klose. Upon a vote viva voce, the motion passed. .
Bills Already Paid:
Payroll and Deductions 293,671.20
Transfers from Cash Operating to:
Miscellaneous Prepaid Invoices 199,247.83
Telecom. Div. Misc. Pre Paid Invoices: 38,065.89
Total Prepaid Invoices: 530,671.20
Total EFT/Direct Deposit of Payroll: (105,790.88)

OLD BUSINESS:
• Open bids on a Bucket truck to replace Unit#13, a 1996 Bucket truck with 119,941 miles:
The bids received for this truck at the March 19, 2007 meeting were rejected.
Mr. Saum presented the Proof of Publication to be placed on file. Board member Welch moved to
accept the Proof of Publication with a second by Board member Wissel. Upon a vote viva voce, the
motion passed.
Bids received were:

Board member Wissel moved to refer bids for a Bucket truck to replace Unit#13, a 1996 Bucket truck
with 119,941 miles to the General Manager for tabulation, evaluation and recommendation with a
second by Board member Sharp. Upon a vote viva voce, the motion passed.
NEW BUSINESS:
■ General Manager Steve Saum requested authorization to receive bids on May 7, 2007 for a new
bucket truck as approved in the budget to replace Unit#32, a 1995 Bucket truck with 66,880 miles.
Board member Welch moved to authorize the General Manager to receive bids on a new bucket truck
for replacement of Unit #32 with a second by Board member Pappin. Upon a vote viva voce, the
motion passed.
REPORT BY GENERAL MANAGER:
• Richmond Power and Light was one of four Indiana utilities to be named a 2007 Tree Line City. This
award was for tree trimming, education to the City, etc.
• There will be a meeting of the Board of April 30 at 7 PM in the conference room at Richmond Power
and Light. This meeting will be an update on finances.
