FLORIDA ON THURSDAY, DECEMBER 17, 2020 AT 8:30 A.M., IN THE WILLIAM F.
KOCH, JR. COMMISSION CHAMBERS OF THE TOWN HALL, 100 SEA ROAD, GULF
STREAM, FLORIDA.

III. MINUTES OF THE REGULAR MEETING AND PUBLIC HEARING 11-19-2020
Board Member Roach made a motion to approve the minutes of
November 19, 2020. Board Member Dockerty seconded the motion with all
voting AYE at roll call.

VI. PUBLIC HEARING
A. Declaration of Ex-Parte Communication
Chairman Smith stated he had spoken to the Town Manager about
this application.
B. Administer Oaths
Town Clerk Taylor swore in Michael Rizzo.
C. Applications for Development Approval
1. An application submitted by Michael Rizzo, as Agent for
Michelle and Ken Johnson, owners of the property located
at 4 Driftwood Landing, Gulf Stream, Florida, which is
legally described as Driftwood Landing Lot 1.
LEVEL 2 ARCHITECTURAL/SITE PLAN REVIEW to permit an
addition of a 498 sq. ft. Master Bedroom to the
existing Gulf Stream Bermuda single family dwelling,
and replace 1)the front door entry system, 2)the

garage doors, 3)the garage balcony railing, and 4) the
paver driveway with Chicago brick.
Mr. Michael Rizzo gave a detailed presentation showing
the addition of a 498 sq. ft. master bedroom as well as the replacement
of the front door, the garage doors, the garage balcony railing, and the
paver driveway. The Board liked all the improvements being made. Vice
Chairman Murphy asked if there had been any comments from the neighbors
to which Town Clerk Taylor answered there had been none. Vice Chairman
Murphy made a motion to approve a Level II Architectural/Site Plan to
permit the construction of 498 sq. ft. of additional living area to an
existing single-family dwelling, and to replace, 1)the front door entry
system, 2)the garage doors, 3)the garage balcony railing, and 4)the
paver driveway with Chicago brick. Commissioner Roach seconded the
motion with all voting AYE at roll call.
2. An application submitted by Cary Glickstein, Inc., Agent
for the owners of the properties legally described as 4-
46-43, S 452.82 ft. of SE 1/ of NE 1/ W of Find CNL IN DB
597P134 & DB 633P154 being MSA640 & 640A and 4-46-43, S
1/2 of SW 1/ of NE 1/ LYG E of & ADJ to N Federal HWY R/W in
the Town of Gulf Stream for a new subdivision consisting
of 14 single family lots.
a. COMPREHENSIVE PLAN AMENDMENT to allow proposed land
use changes to "single family" land use designation.
b. REZONING REVIEW to justify the zoning map change and
provide consistency with land development regulation
(1). Text Amendment to reduce rear setback for
accessories to 10' on both sides of Bluewater Cove.
C. SUBDIVISION REVIEW providing for a plat plan showing
all easements and how services will be provided to the
site.
d. CONCURRENCY CERTIFICATION to determine there are
adequate facilities to serve the proposed development.
e. LEVEL 3 ARCHITECTURAL SITE PLAN REVIEW to include
complete landscape plan to show buffers, screening,
entrance features, common areas, drainage, and
utilities plans.
Town Manager Dunham stated that the Town had
advertised this item to be heard but the applicant is amending the
application. He added that since the Town had already advertised the
item, it was necessary to have it recognized, but were asking to have
the item deferred to the January 2021 meeting so that the Town didn't
have to re -advertise. Vice Chairman Murphy made a motion to defer the
application submitted by Cary Glickstein, Inc. to the January 28, 2021
meeting. The motion was seconded by Board Member Roach with all voting
AYE at roll call.

D. Proposed Amendments to Gulf Stream Comprehensive Plan
1. To address state -mandated sea level change
requirements.
Town Manager Dunham explained that all cities and
towns have a Comprehensive Plan and one of the elements in those plans
are the Coastal Management Element. He added that in 2015 the Florida
Legislature amended the requirements to be included in that element to
plan for and address principal strategies and engineering solutions that
reduce the risk of flood in coastal areas. He referred to the memo sent
by the Town's planner, Marty Minor, from Urban Design Studio, for the
proposed changes.
2. ORDINANCE NO. 20/6; AN ORDINANCE OF THE TOWN
COMMISSION OF THE TOWN OF GULF STREAM, PALM BEACH
COUNTY, FLORIDA, AMENDING THE COASTAL MANAGEMENT
ELEMENT OF THE TOWN'S ADOPTED COMPREHENSIVE PLAN AS
SET FORTH HEREIN AND ATTACHED HERETO; PROVIDING FOR
SEVERABILITY; PROVIDING FOR THE REPEAL OF ORDINANCES
OR PARTS OF ORDINANCES IN CONFLICT; PROVIDING AN
EFFECTIVE DATE.
Town Clerk Taylor read Ordinance 20/6. Vice Chairman
Murphy made a motion to recommend approval of Ordinance 20/6 to the
local planning agency. Board Member Roach seconded the motion with all
voting AYE at roll call.
VII. Items by Staff.
There were none.
VIII. Items by Board Members.
Chairman Smith asked if anyone else had received the letter from
Jehovah's witness, which was pointing out the benefits of religion.
Assistant Town Clerk Basel stated that the only people who had received
the letter were the Mayor and Vice Mayor as well at the Chairman and
Vice Chairman of the ARPB. Town Clerk Taylor pointed out that they
already had the right to go door to door.
Board Member Roach stated that a swatch of artificial grass had
been put onto resident's driveways from a company soliciting business.
Chairman Smith asked if the Town should write or call the company to let
them know it was prohibited in Gulf Stream. Assistant Town Attorney
Nazzaro noted that a business needed approval from the Town before
soliciting. Board Member Roach stated he would drop the swatch off to
the Town Manager.
Board Member Smith asked if she could come in and go over the
Glickstein application before the January meeting to understand it more
thoroughly. Chairman Smith stated that was an excellent idea and asked
if they could all come in together on an informal basis to which
Assistant Town Attorney Nazzaro noted due to the Sunshine Law, they
would need to come in on a one-on-one basis.
