IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT
MONDAY DECEMBER 4, 2006
The Common Council of the City of Richmond, Indiana, serving as a Board in charge of the operations of
the Richmond Power & Light Plant met in regular session at 7 p.m. Monday, December 4, 2006 in the
Council Chambers in the Municipal Building in said City. Chairperson Parker presided.
ROLL CALL:
Present were: Howard "Jack" Elstro, Bruce Wissel, Karl Sharp, Bing Welch, Larry Parker, Al Glover,
Diana Pappin and Gil Klose. Absent was Councilor Lundy.
APPROVAL OF MINUTES:
Board member Wissel moved to approve the minutes of the meeting held November 20, 2006. Board
member Sharp seconded. Upon a vote viva voce, the motion passed.
APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee, Board member Pappin moved to approve the following
bills for payment with a second by Board member Klose. Upon a vote viva voce, the motion passed. .
Bills Already Paid:
Payroll and Deductions 304,999,85
Transfers from Cash Operating to:
Miscellaneous Prepaid Invoices 129,610.58
Telecom. Div. Misc. Pre Paid Invoices: 47,399.96
Total Prepaid Invoices: 482,010.39
Total EFT/Direct Deposit of Payroll: (114,831.53)
Total Prepaid Invoices: 367,178.86
Total EFT Transfers: 232,209.33

NEW BUSINESS:
RESOLUTION NO. 6-2006 — A RESOLUTION OF THE BOARD OF DIRECTORS OF RICHMOND
POWER & LIGHT TO APPOINT AN INTERIM GENERAL MANAGER TO SERVE UNTIL A GENERAL
MANAGER IS APPOINTED
This Resolution allows Engineering & Operations Manager, Steve Saum, to serve as the Interim General
Manager of Richmond Power and Light effective December 5, 2006.
Board member Sharp moved to adopt Resolution No. 6-2006 with a second by Board member Pappin.
Upon a vote viva voce, the motion passed.
Mr. Osburn was thanked by the Board for his ten years of service to the City of Richmond and Richmond
Power and Light.
REPORT BY GENERAL MANAGER:
■ Mr. Osburn reported that Stonehenge Apartment Complex was the hardest hit during the
latest wind storm.

There being no further business, the meeting was adjourned.
