HomeMy Public PortalAbout11-06-2006 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT MONDAY, NOVEMBER 6, 2006 The Common Council of the City of Richmond, Indiana, serving as a Board in charge of the operations of the Richmond Power & Light Plant met in regular session at 7 p.m. Monday, November 6, 2006 in the Council Chambers in the Municipal Building in said City. Chairperson Parker presided. ROLL CALL: Present were: Howard "Jack" Elstro, Etta Lundy, Bruce Wissel, Karl Sharp, Bing Welch, Larry Parker, Al Glover, Diana Pappin and Gil Klose. APPROVAL OF MINUTES: Board member Pappin moved to approve the minutes of the meeting held October 16, 2006. Board member Sharp seconded. Upon a vote viva voce, the motion passed. APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS: Upon recommendation of the Finance Committee, Board member Pappin moved to approve the following bills for payment with a second by Board member Klose. Upon a vote viva voce, the motion passed. Bills Already Paid: Payroll and Deductions 592,266.14 Transfers from Cash Operating to: Miscellaneous Prepaid Invoices 284,762.05 Telecom. Div. Misc. Pre Paid Invoices: - 84,623.29 Total Prepaid Invoices: 961,651.48 Total EFT/Direct Deposit of Payroll: (220,550.47) Total Prepaid Invoices: 741,101.01 Total EFT Transfers: 2,497,295.19 Total Prepaids plus EFT Transfers: 3,238,396.20 Total Bills Not Paid: 1,367,920.55 Grand Total: $4,606,316.75 STREET LIGHT COMMITTEE: None NEW BUSINESS: General Manager Osburn presented the proposed 2007 operating budget in the amount of$80,672,739. Board member Welch moved to approve the 2007 budget with a second by Board member Sharp. Upon a vote viva voce, the motion passed. REPORT BY GENERAL MANAGER: • RP&L received a letter from Takao Kobayashi, Director of the Greenery Policy Division in the City of Hiroshima, Japan. This letter was to thank RP&L for sending a Dogwood Tree at their request. This tree has been planted along the Kyobashi-gawa River, which flows through the central of Hiroshima City. A plaque has also been installed naming the donor. • The Johns Manville substation is complete and has been energized. • A replacement transformer has been received and is being installed at the Johnson Street substation. • The Federal Energy Regulatory Commission has issued new mandatory reliability standards.
