HomeMy Public PortalAbout07-05-2006 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT WEDNESDAY, JULY 5, 2006 The Common Council of the City of Richmond, Indiana, serving as a Board in charge of the operations of the Richmond Power & Light Plant met in regular session at 7 p.m. Wednesday, July 5, 2006 in the Council Chambers in the Municipal Building in said City. Chairperson Parker presided. ROLL CALL: Present were: Howard "Jack" Elstro, Etta Lundy, Bruce Wissel, Karl Sharp, Bing Welch, Larry Parker, Al Glover, Diana Pappin and Gil Klose. APPROVAL OF MINUTES: Board member Sharp moved to approve the minutes of the meeting held June 19, 2006 Board member Welch seconded. The motion carried with a unanimous voice vote. APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS: Upon recommendation of the Finance Committee, Board member Pappin moved to approve the following . bills for payment with a second by Board member Klose. The motion carried with a voice vote. Bills Already Paid: Payroll and Deductions 297,098.94 Transfers from Cash Operating to: Miscellaneous Prepaid Invoices 196,401.76 Telecom. Div. Misc. Pre Paid Invoices: 11,944.43 Total Prepaid Invoices: 505,445.13 Total EFT/Direct Deposit of Payroll: (113,066.16) Total Prepaid Invoices: 392,378.97 Total EFT Transfers: 1,986,271.44 Total Prepaids plus EFT Transfers: 2,378,650.41 Total Bills Not Paid: 843,115.47 Grand Total: $3,221,765.88 STREET LIGHT COMMITTEE: Board member Elstro reported the Committee has received a petition for lights in the Sandbridge Addition. The request will be reviewed and forwarded to the Board of Works. NEW BUSINESS: Board member Welch moved to approve the Proof of Publication for bids on fire protection for the Whitewater Valley Generating Station with a second by Board member Wissel. Upon a vote viva voce, the motion passed. The following bids were received on fire protection for the Whitewater Valley Generating Station: Mike Delucio &Sons $255,704 ProTeck Corporation-#1 $322,942 ProTeck Corporation-#2 $298,566 Board member Welch moved to refer the bids for fire protection to the General Manager for tabulation, evaluation and recommendation with a second by Board member Sharp. Upon a vote viva voce, the motion passed. REPORT BY GENERAL MANAGER: • Mr. Osburn shared an article in the July/August 2006 issue of the Indiana Chamber of Commerce magazine BizVoice. The article is a community focus on Richmond and Wayne County. RP&L—Board of Directors Minutes July 5,2006 Page 2 • The General Manager recommended hiring Brian Singletary to serve as the facilitator for Richmond Power and Light Strategic Planning sessions. Board member Wissel moved to enter into strategic planning with Brian Singletary as the facilitator with a second by Board member Welch. Upon a vote viva voce, the motion passed. • The installation of street lights on East Main Street is progressing as planned. ADJOURNMENT: There being no further business, the meeting was adjourned.
