HomeMy Public PortalAbout05-15-2006 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT MONDAY, MAY 15, 2006 The Common Council of the City of Richmond, Indiana, serving as a Board in charge of the operations of the Richmond Power& Light Plant met in regular session at 7 p.m. Monday, May 15, 2006 in the Council Chambers in the Municipal Building in said City. Chairperson Parker presided. ROLL CALL: Present were: Bruce Wissel, Bing Welch, Larry Parker, Karl Sharp, Al Glover, Diana Pappin and Gil Klose. Absent were Howard "Jack" Elstro and Etta Lundy. APPROVAL OF MINUTES: Board member Welch moved to approve the minutes of the meeting held May 1, 2006. Board member Wissel seconded. Upon a vote viva voce, the motion passed. APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS: Upon recommendation of the Finance Committee, Board member Pappin moved to approve the following bills for payment with a second by Board member Klose. The motion carried with a voice vote. Bills Already Paid: Payroll and Deductions 290,832.85 Transfers from Cash Operating to: Miscellaneous Prepaid Invoices 95,892.05 Telecom. Div. Misc. Pre Paid Invoices: 8,803.97 Total Prepaid Invoices: 395,528.87 Total EFT/Direct Deposit of Payroll: (107,037.65) Total Prepaid Invoices: 288,491.22 Total EFT Transfers: 77,790.64 Total Prepaids plus EFT Transfers: 366,281.86 Total Bills Not Paid: 1.063.169.95 Grand Total: $1,429,451.81 STREET LIGHT COMMITTEE: None MISCELLANEOUS BUSINESS: Board Member Welch moved to accept Proofs of Publication to receive bids for the Steel package and General Contractor for the Highland Road Substation with a second by Board Member Wissel. Upon a vote viva voce, the motion passed. • Bids for the Steel package for the Highland Road Substation were opened. Power Construction $248,650 Vaughn Industries $333,500* LA Electric $235,144 * Vaughn also submitted a bid for both Steel and General Contractor-$1,181,000 Board Member Welch moved to refer the bids for the Steel package for the Highland Road Substation to the General Manager for tabulation, evaluation and recommendation with a second by Board Member Sharp. Upon a vote viva voce, the motion passed. • Bids for the General contractor for the Highland Road Substation were opened. Vaughn Industries $915,600* LA Electric $499,187 Gaylor $649,000 RP&L—Board of Directors Minutes May 15,2006 Page 2 Board Member Sharp moved to refer the bids for the General Contractor for the Highland Road Substation to the General Manager for tabulation, evaluation and recommendation with a second by Board Member Wissel. Upon a vote viva voce, the motion passed. • Mr. Osburn requested authorization to receive bids for a replacement of a Digger Derrick 1994 unit. Board Member Wissel moved to authorize the General Manager to receive bids to replace a Digger Derrick with a second by Board Member Pappin. Upon a vote viva voce, the motion passed. • Mr. Osburn requested authorization to receive bids for a replacement of a 1993 JCB 210S Backhoe and trailer. Board Member Welch moved to authorize the General Manager to receive bids to replace a JCB 210S Backhoe and trailer with a second by Board Member Sharp. Upon a vote viva voce, the motion passed. REPORT BY GENERAL MANAGER: • The first quarter tracker for 2006 rates reflects a 3% decrease in residential rates and a 1% increase in commercial/industrial rates. • RP&L is reviewing proposals from IMPA and Black& Beach. • Mr. Osburn showed a video of APPA Lineworkers' Rodeos. RP&L may be hosting the Rod-o at the Indianapolis Motor Speedway in April 2008. ADJOURNMENT: There being no further business, the meeting was adjourned.
