HomeMy Public PortalAbout05-01-2006 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND, INDIANA, SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT MONDAY, MAY 1, 2006 The Common Council of the City of Richmond, Indiana, serving as a Board in charge of the operations of the Richmond Power & Light Plant met in regular session at 7 p.m. Monday, April, 2006 in the Council Chambers in the Municipal Building in said City. Chairperson Parker presided. ROLL CALL: Present were: Howard "Jack" Elstro, Etta Lundy, Bruce Wissel, Karl Sharp, Bing Welch, Larry Parker,Al Glover, Diana Pappin and Gil Klose. APPROVAL OF MINUTES: Board member Wissel moved to approve the minutes of the meetings held April 17 and 24, 2006. Board member Welch seconded. The motion carried with a unanimous voice vote. APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS: Upon recommendation of the Finance Committee, Board member Pappin moved to approve the following bills for payment with a second by Board member Klose. The motion carried with a voice vote. Bills Already Paid: Payroll and Deductions 294,605.75 Transfers from Cash Operating to: Miscellaneous Prepaid Invoices 174,547.54 Telecom. Div. Misc. Pre Paid Invoices: 46,035.05 Total Prepaid Invoices: 515,188.34 Total EFT/Direct Deposit of Payroll: (108,125.70) Total Prepaid Invoices: 407,062.64 Total EFT Transfers: 2,536,622.86 Total Prepaids plus EFT Transfers: 2,943,685.50 Total Bills Not Paid: 2,536,622.86 Grand Total: 2,943,685.50 STREET LIGHT COMMITTEE: None OLD BUSINESS: Board member Welch moved to award the bid for the Control Building at the Highland Road Substation to SMC Electrical Products in the amount of $193,182.00 with a second by Board member Sharp. The motion carried with a unanimous voice vote. The bid breakdown is as follows: Base price: $176,520; Equipment & Labor: $10,236; Freight: $5,400 and Additional Inputs/Outputs: $1,026. REPORT BY GENERAL MANAGER: • There was a power outage at the Whitewater Valley Station. The transformer is undamaged. The estimated cost of repair is $80,000. • The East Main Street light project is in progress and will be completed by July. • RP&L is still working on the proposal for the IMPA contract. • There will be a Strategic Plan Session on May 26. Details to follow. • RP&L may be hosting the APPA Lineworker's Rodeo at the Indianapolis Motor Speedway in April 2008. The event will be billed as the Indiana Municipal Electric Rodeo. • The exit conference regarding the annual audit was very good.
