CONTINUED MEETING OF MONDAY, MAY 5, 1997

At 7:00 p.m. Clerk Janik called the meeting to order. Roll call was taken, all Trustees were
present, she then led the Pledge to the Flag.
Clerk Janik opened the continued meeting with a discussion on Pasquinelli Unit #1 Final Plat
Approval.
Director Waldock explained that the Final Plat is proposed for Pasquinelli's Heritage Meadows
Unit #1 (Eagle Point) 100 single family lots are included with this subdivision plat. This final plat
is the first phase of a 9 unit Planned Unit Development. The proposal is consistent with the
Annexation Agreement, Preliminary Plat and Special Use Permit. The Final Plat is subject to
Recapture costs far Off Site Utility extensions by others and Easements required for Utility
Extensions to 119th Street. Staff recommends approval and Plan Commission recommends
approval subject to stipulations: 1) Comply with all provisions and requirements of the Village
engineer; 2) Comply with the provisions of the Plainfield Park District and Village Park donation
requirements; 3) Complete annexation of the subject site to the Plainfield Township Pazk District
and the Plainfield Township Library District; 4) Provide detailed landscape plans with regazd to
common open space areas shown as outlot E and outlot C an the subdivision plan.
Engineer Hamilton stated that there was one issue that required Boazd direction. The issue is one
that is not addressed in the Village Subdivision code. The question is whether or not cul-de-sacs
have islands in the center of them. There was Boazd discussion on this item regarding the
difficulty in snow removal. Bruno Pasquinelli, applicant for Pasquinelli Homes, Inc. spoke in
favor of the cul-de-sac islands for esthetics reasons. He also stated that they will have an
Association in this development to maintain the detention ponds, sa they will maw the islands
also. R. Smolich said that if we could get language into the agreement that the Homeowners
Association maintains the island he would have no problem.
Bruno Pasquinelli talked about one other issue. Pursuant to the annexation agreement we have
the right to build so many models without all of the improvements, and the plat is finished and
before you this everting, and we have worked with IDOT on the entry road. We are asking that
we be able to start our models before the plat is recorded.

K. O'Connell asked Mr. Pasquinelli if he presented the boazd with typical house structures. Mr.
Pasquinelli stated that they may have presented something during the annexation process, but I do
not have anything this evening. They aze selling 4 or 5 models with minimum square footage of
1700 and they ga up to 2300 square feet. They were allowed 8 ft. of side yard in several of the
neighborhoods in the annexation agreement.
K. Stalzer moved to approve Pasquinelli Unit #1 Final Plat with the stipulations shown on the
Engineering letter of May 17, 1997. Seconded by S. Rathbun. Vote by roll call. Darnell, yes;
Dement, na; O'Connell, no; Rathbun, yes; Smolich, yes; Stalzer, yes. 4 yes, 2 no. Motion
passed.
K. Stalzer asked about having the attorney draw up the appropriate Ordinance to allow center
island cul-de-sacs, and that will give us time to go through Committee and then bring back to the
Board. R. Smolich stated that at this time we have the opportunity to add language that would
require the homeowners association to maintain the grass and/or plantings.
K. Stalzer moved to have the attorney prepare an Ordinance to adopt the specifications, if they
aze nat formally adopted, and to approve within that the drawing and specifications for the cul-de-
sacs with the requirement For the attorney to cover liability, set back, homeowner's association
maintenance of island, etc. Seconded by R. Smolich. Vote by roll call. Darnell, yes; Dement,
yes; O'Connell, yes; Rathbun, yes; Smolich, yes; Stalzer, yes. Motion passed.
Administrator Burghazd brought up one other issue that Mr. Pasquinelli had with regazd to the
start of the models before the plat is recorded.
R. Smolich moved that we allow Pasquinelli Builders to start the construction of the model homes
for Unit # 1 prior to the recording of the Final Plat with all stipulations as so stated by the
Administrator. Seconded by K. Stalzer. Vote by roll call. Darnell, yes; Dement, yes; O'Connell,
yes; Rathbun, yes; Smolich, yes; Stalzer, yes. Motion passed.
S. Rathbun moved to adjourn the meeting. Seconded by R. Smolich. Vote by roll call. Darnell,
yes; Dement, yes; O'Connell, yes; Rathbun, yes; Smolich, yes; Stalzer, yes. Meeting adjourned.
