WALDOCK -DIRECTOR Village President Rock then preceded to call the meeting to order and the seating of new officials. Roll call was taken, all Trustees were present. President Rock made the following appointment: J. Dement moved that we confirm Susan Janik as Village Clerk. Seconded by K. Stalzer. Vote by roll call. Darnell, yes; Dement, yes; O'Connell, yes; Rathbun, yes; Smolich, yes; Stalzer, yes. 6 yes, 0 no. Motion carried and appointment made. Dement moved that we accept Terrance Burghard as the new Village Administrator and authorize the execution of his contract. Seconded by K. Stalzer. Vote by roll call. Darnell, yes; Dement, yes; O'Connell, yes; Rathbun, yes; Smolich, yes; Stalzer, yes. 6 yes, 0 no. Motion carried and appointment made. President Rock stated that for this evening that is all the appointments he will make. President Rack proclaimed the 23rd and 24th days of May, 1997 as Poppy Day in the Village of Plainfield. Trustee Dement also added that the American Legion and the American Legion Auxiliary will be selling Poppy's throughout the Village on the 23 and 24th. Clerk Janik called the PUBLIC HEARING ON MEADOWS PROFESSIONAL CAMPUS ANNEXATION AGREEMENT TO ORDER. J. Dement moved that we adjourn this regulaz meeting and go into Public Hearing. Seconded by K. Motion carried. 3) ~ DISCUSSION _ MCVEA DRAINAGE CONCERN Foreman Countryman sent a letter to the Baazd advising them that Mr. McVea would run his own the from his rear yard azound his house to the front yazd where he could hook up to the Village storm sewer system. There is a storm inlet at the curb he could tie into. This would be done at Mr. McVea's expense. Engineer Hamilton told the Boazd that this problem exists through out the entire subdivision concerning drainage and sump pump dischazge. Staff, Administrator, Engineer and the Planning Department aze concerned regazding the implications of repairing these twenty yeaz old problems, and feel this should not be the responsibility of city wide tax dollars to solve private problems. A decision or policy should be established by the Board for the entire subdivision, not just individual problems on how the Village will deal with these situations. Engineer Hamilton stated that this report was for informational purposes only and if you have any questions or need further information please advise. This requires no action an the part of the Baazd. • . PLAINFIELD VILLAGE BOARD OF TRUSTEES MAY 5, 1997 PAGE FOUR 4) DISCUSSION ERASER ROAD REZONING Table this discussion to June 16, ].997 at request of applicant. 5) DISCUSSION - FAIRFIELD COMMONS FINAL PLAT Director Waldock stated that the Fairfield Commons Subdivision includes 2S duplex Tats (50 units) and 25 single family lots (75 total units). Preliminary Plat was approved January 20, 1997. The west half of the :property was rezoned to R-2 for duplex residential uses. The final plat is consistent with the preliminary plat and rezoning approvals. Staff, Plan Commission and Planning & Development Committee recommend approval subject to the stipulations listed in the Staff report. 1) Compliance with the requirements of the Village Engineer; 2) Compliance with the stipulations of the Plainfield Fire Protection District; 3) Completion of agreement with Plainfield Township Pazk District for park site contribution. S. Rathbun moved to approve the final plat of Fairfield Commons with the stipulations listed by the Staff. Seconded by R. Smolich. Vote by roll call. Motion carried. 6) DISCUSSION _ BEECHEN & DILL CONCEPT PLAN Director Waldock stated that the Beechen & Dill Builders Incorporated of Burr Ridge have applied far a Planned Unit Development for mixed residential uses (single family, duplexes and townhomes) an a vacant 68.9 acre site along I-55 south of Winding Creek Subdivision. The plan calls for 84 single family units, 30 duplex units and 100 townhome units (214 total units). The plan offers a linear pazkway along Lily Cache Creek. The design is based on use mix similar to Winding Creek. Adjoining property includes CamEd lines to north, creek to west, I-SS to east, and Lily Cache Park to south. Staff, Plan Commission and Planning and Development Committee recommends approval. R. Smolich moved to approve the concept plan for Arbor Creek PUD. Seconded by S. Rathbun. Discussion: J. Dement questioned the unique features of this development, also the detail of the facades. John Phillipchuck, attorney representing the builders, stated that they have not decided at what the ultimate design would be. We are presently looking at modifications to the townhomes to try to break up the concern about all the garage doors facing the street across from the single family homes. J. Dement commented that he does not feel that these type of developments represent the Village of Plainfield. I do not like a lot of attached homes together that all look alike, I do not believe in building subdivisions that all have basically. two or three housing types. Smolich moved to table Flow Con Site Plan Review because the applicants are not present. Seconded by S. Rathbun. Vote by roll call. The Committee Meetings scheduled will continue throughout the rest of the month. I appoint Steve Rathbun to take my place on the Public Safety Committee meeting scheduled for May S, 1997. I appoint Jay Darnell to take Jack Heimerdinger's place at the Ways and Means Committee meeting scheduled for May 21, 1997; and I appoint Kathy O'Connell to take my place on the Public Works Committee meeting scheduled far May 7, 1997 and also to take Jack Heimerdinger's place at the Economic Development Committee meeting scheduled far May 14, 1997. If the new Trustees have any problems with the scheduling of these meeting, please advise Sue Janik, and she can cancel or reschedule. .Since we have just hired a new, professional city manager, I would request that he examine the existing committee structures and give his recommendations, based on his experience, to the Boazd at the next scheduled meeting on Monday, May 19, 1997. Hamilton spoke regarding the Apri130, 19971etter from their office and a letter from Steve Spiess Construction: Spiess was the low bidder for the Van Dyke Rd. Box Culvert project. Due to right-of--way acquisition and agency permit acquisition delays the Village will not be able to award the contract to the low bidder by the May 10, 1997 deadline. We request and the low bidder has agreed to maintain their low bid until July 10, 1997. R. Smolich moved that we concur with the request of Robert E. Hamilton Engineering's firm to extend the bids on the box culvert to July 10, 1997. Seconded by K. Stalzer. Vote by roll call. R. Smolich moved to table the request by Chief Bennett on the secondary weapon replacement. Seconded by S. Rathbun. Vote by roll call. Stalzer moved to go into Executive Session for the purcase of discussion on personnel, land acquisition and imminent litigation, and to reconvene. Seconded by R. Smolich. Director Waldock stated that before retiring to Executive Session he had some Planner's comments. We received a request last Friday from Pasquinelli Homes, Inc. for seeking a continuance of tonight's meeting to consider at the May 12th Village Workshop their Final Plat Approval for Unit # 1 in which they had some engineering items that kept it off tonight's agenda. They have now addressed the engineering concerns sand are asking far consideration on May 12th, 1997. The President and Boazd were all in agreement to continue this meeting to May 12th Village Workshop to consider the Final Plat Appraval for Pasquinelli Unit #1. Clerk Janik stated that K. Stalzer moved to go into Executive Session and it was seconded by R. Smolich.- Vote by roll call. Darnell, yes; Dement, yes; O'Connell, yes; Rathbun, yes; Smolich, yes; Stalzer, yes. 6 yes, 0 no. Smolich moved that we rehire Jeff Durbin with a salary increase to $43,000 with an increase in pay after a 3 month evaluation to the dollar value of $45,500 and the position of Director of Planning. Administrator Burghazd stated that we did not request a title change. Seconded by K. Stalzer. K. Stalzer removed his second to the above motion. R. Smolich stated that within his motion I would .also like to confirm that we aze going to pay 100% of the comp time awed to Mr. Durbin todate. K. Stalzer seconded the amended motion. Oddly, people tend to listen more intently during this ritual than before the person "retired" - as if just before one leaves a position, there is an injection of same magic, which produces new wisdom and profound thought. It's funny, just as you are being pushed out the door, people who never paid much attention before, now wait patiently to hear what you have to say. So, as the only retiring Village Board member this year, I want to make full use of this courtesy -- though I think there are some members of both the new and dd Village Board who will not subscribe to the idea anything I have to say represents wisdom nor profound thought, or for that matter, should be listen to at all. Usually it is the "retire®" who thanks everyone -the community ...the staff ...their cdleagues .:.newspaper people ...the voters ...the milkman -for the privilege of being here every other Monday. Well I have those feelings, but something happened the other night that made me think differently ...and made me reflect on what being a member of the Village Board really means. ~, On the virtual eve of this ceremony, I received some phone calls at home, and the callers thanked me for being here an Monday nights. Thanked me for expressing their cancems. Thanked me for representing their views. Thanked me far being tderant. Thanked me for speaking a.rt. Thanked me far not being trapped in a choreographed group. Thanked me forjudiciously helping move the village forward at an understandable rata. Those phone calls made this experience -- which frankly has been horrendous at times -- all worthwhile. But then, having someone thank you for being here, is really the purpose of being here! That's the job - to listen to, and react to, and reflect the views and interests of all of the people who are now part of this community. Sitting here is not the equivalency of performing brain surgery, but what is done here can and does affect the lives of everyone in Plainfield, and ai times the residents of the township, the county, and even the state. And therefore, it is important not to ba flippant...nor reckless...nor rushed...nar to act without regard for others. It is important for each trustee to take responsibility for what is decided here. When I first joined this Board, four years ago, there really wasn't much interest in what want on here. Very few people attended the meetings. It was like a Sox's game, a lot of empty seats. Only issues like permitting a fast food franchise or approving an increase in a tax brought people out. That has changed, Meetings are now full of people asking-and sometimes demanding-that their views be considered. That their issues be discussed. That their needs be met. I do not see the apathy that Mr. Peterson spoke of last time, but instead, I see an energized community, a community that wants those difficult community-wide problems addressed and salve. Therefore, this new Board is going to have a more difficult job, I think. For they are gang to have to listen to, and sort out, diverse opinions.,.opinians that may dramatically differfrom their own. This is especially important considering -- with the exception of Mr. Rack -some Board members and their views did not gain voter support in the last election. And for others, their views were not even tested, their selection is election by default. There is no reason however, to believe the board will not act with intelligence, and I hope they will succeed. There is no reason to believe members will succumb to the arrogance of contrd. I truly baps that when their time tv retire comes, they taa will receive telephone calls similar to mine...in fact, I would very much like tv be able to make one those calls. Battier this year, we were traveling in Spain. We visited the town of Arcos del la Fronteria. It is very dd, It was kxailt by the Moors and the Romans. It sits atop a high peak. It is isdated. The location was ideal for defense, and as you might expect, there is a traditional castle at the tap. To get up there, you must drive on narrow roads - so narrow even in a little car, the outside mirrors can scrape the walls of the ancient buildings that hug the streets. At the top of the peak, there is a church, a hotel, a castle, and a beautiful and wonderful view of the valley below, and the main road leading out of town to the great cities of Spain. It is inspiring, a truly beautiful place where you want to spend some time. But once you gat up there, up in the clouds, the realization comes there is gang to be a significant problem in getting down. Down to that main road. There is only one way... it's through a maze of alley-ways and dead-end lanes and twists and turns. jf you never did it before, you could be lost for days. Therefore, local men wait for tourists, and far a few pastas, they run along side of your car, and guide you through the maze of streets and alleys, to a sort-of marked path which leads down to that main road. I think in a way, this is a metaphor for what we are experiencing here. Plainfield has been in isdation for a while. Plainfield is looking for the main road ...the road to progress, the road to success, the road to tranquillity, And like the tourists in Arcas, we are asking someone to guide us though the maze tv get us to that main road. That man is the Villag® President. That man is Dick Rock. The majority of people in this community have placed their trust in Mr. Rack, and are asking him to guide the Village to the main road. It is Mr. Rock they have placed in charge. It is Mr. Rack whose judgment they mast. It is Mr. Rack with his brand of honesty and kindness and integrity that we want to lead us to that main road. Well forme, in about ~ minutes I will not be able to help Mr. Rock as a Trustee on that journey. Th®re may be some scrapes and bnaises, a dent in a fender, but Mr. Rack will get us there. Aft®r all, he pledged to "...do his best." I only hope this new Board will assist him, that they won't hinder his journey. And I believe if they grant Mr. Rack respect and good will, this community can and will reach the main road. r~
