4. REQUEST TO INCREASE EMPLOYER CONTRIBUTION TO RCTC
EMPLOYEES' HEALTH INSURANCE PREMIUM
Overview
This item is for the Committee to:
1) Increase the employer contribution to RCTC employees health
insurance premium from $550.86 to $600.00; and,
2) Approved Resolution No. 05-004, "Resolution Fixing the Riverside
County Transportation Commission's Contribution Under the Public
Employees' Medical and Hospital Care".

Amendment to Administrative Code on Appointment
Committees and Service as RCTC Representatives

STAFF RECOMMENDATION:
This item is for the Executive Committee to review and provide input to the
proposed amendment to RCTC's Administrative Code and forward to the
Commission for adoption.
BACKGROUND INFORMATION:
The Commission's Administrative Code currently establishes strict guidelines for
the appointment and membership of the Commission's four major policy
committees: Budget and Implementation Committee, Plans and Programs
Committee, Transit Policy Committee, and Executive Committee. However, with
the increasing activities of the Commission, it has become necessary to establish
other standing and ad hoc committees on a routine basis to provide advice to
Commissioners and staff regarding specific matters before the Commission and to
appoint Commission representatives to sister agencies, such as Metrolink.
The attached resolution, if approved, amends the Commission's Administrative
Code to formalize the authority and process for appointing and creating other
Commission standing committees and ad hoc committee and appointing
representatives to sister agencies boards. Most important, under amendment,
service as a Commission representative or as member of a Commission standing or
ad hoc committee would be limited to the regular members of the Commission, and
alternates would not be permitted to serve in place of regular members on those
committee or boards. Please note this policy will not impact the membership of the
Plans and Programs Committee, the Budget and Implementation Committee, the
Transit Policy Committee or the Executive Committee.
This amendment to the Administrative Code, if adopted, will help facilitate the
communication between the Commission and its various advisory committees and
sister agencies. The Commission's alternate members generally do not attend the
Commission's board or policy committee meetings. Without such involvement at

these meetings, there is a lack of communication between the Commission and its
committee members and representatives, and it is difficult to consistently
implement Commission policy. This change will help insure consistent policy
making and implementation and will provide a better opportunity for committee
members and Commission representatives to make direct reports to the
Commission and receive policy direction from the Commission.

RESOLUTION NO. 05-003
AMENDING THE ADMINISTRATIVE CODE OF THE
RIVERSIDE COUNTY OF TRANSPORTATION COMMISSION
The Administrative Code of the Riverside County of Transportation
Commission is hereby amended to read as follows:
1. Article 3.G.3 of the Administrative Code is hereby revised to read as
follows:
"3. Other Advisory Committees:
(a) Standing Committees. The Commission may
create such other standing committees as it deems necessary.
The Commission shall determine the membership of such
committees from among the regular members of the
Commission, and shall specify the functions, duties,
responsibilities, and terms of service. The Commission shall
give due consideration to recommendations, advice or proposals
received from such standing committees, but shall not be bound
thereby.
(b) Ad Hoc Committees and Representative
Appointments. The Chair may create and appoint ad hoc
committees as necessary to provide direction and advice to the
Chair, Commissioners or Commission staff. In addition, the
Chair shall appoint Commission representatives to the Southern
California Regional Rail Authority, the Route 91 Advisory
Committee, the MSRC, and other agencies or organizations of
which the Commission is a member or party. Ad hoc
committee members and representatives shall be appointed the
from the regular commission members."

Request to Increase Employer Contribution to RCTC Employees'
Health Insurance Premium
STAFF RECOMMENDATION:
This item is for the Committee to:
1) Increase the employer contribution to RCTC employees health
insurance premium from $550.86 to $600.00; and,
2) Approved Resolution No. 05-004, "Resolution Fixing the Riverside
County Transportation Commission's Contribution Under the Public
Employees' Medical and Hospital Care".
BACKGROUND INFORMATION:
The Commission has provided $550.86 as its employer contribution to their
employees' health insurance premium since January 2003. Since then, there were
a number of changes to the premiums, including the regional pricing to the
premiums that CaIPERS has put into place effective the beginning of this year. The
regional pricing is in response to Southern California member agencies voicing the
inequity created in the pool wherein Southern California members are paying more
than they should, while others are paying less than the cost of health care in their
regions. The action was also to retain agencies in Southern California where the
market costs are as much as 40% lower than the North. The regional pricing
resulted in the premiums for CaIPERS Basic Health Maintenance Organizations
(HMO) and Preferred Provider Organizations (PPO) plans being priced differently in
the five regions to better reflect market costs.
The purpose of this item is to request that the Commission increase the monthly
employer contribution by $49.14, from $550.86 to $600.00, effective July 1,
2005. The Commission currently has 25 employees and six retirees. Based upon
review, of the 25 employees, with the exception of five employees, the remaining
20 employees contribute additional funds towards the monthly premium. The
noted five employees are either single or have no eligible members in their
household that could be covered by the insurance. If the requested increase is

approved, it would cover the health insurance premium for an additional five
employees. Note that the premium that the employees pay is dependent upon the
number of family members covered and the type of health insurance that they have
selected. The requested increase in employer cost reflects an increased cost of
less than $10,000 for this year. Employees are provided an enrollment period each
year in October to make changes to their insurance coverage and as it occurs each
year, employees may select a different health coverage which would increase or
decrease the employer cost. There may be changes because of children reaching
the age of 23 are no longer covered in the employer's cost and will be ineligible for
coverage.

RESOLUTION NO. 05-004
RESOLUTION FIXING THE
RIVERSIDE COUNTY TRANSPORTATION COMMISSION'S
CONTRIBUTION UNDER THE
PUBLIC EMPLOYEES' MEDICAL AND HOSPITAL CARE
WHEREAS, Government Code Section 22825.6 provides that a local agency
contracting under the Public Employees' Medical and Hospital Care Act shall fix the
amount of the employer's contribution at an amount not less the required under
Section 22825 of the Act, and
WHEREAS, the Riverside County Transportation Commission is a local
agency contracting under the act;
NOW, THEREFORE BE IT RESOLVED, that the employer's contribution for
each employee or annuitant shall be the amount necessary to pay the cost of
enrollment, including the enrollment of family members, in a health benefit plan, up
to a maximum of $600.00 per month, plus administrative fees and contingency
reserve fund assessments, effective for the premiums due for July 1, 2005.
ADOPTED at a regular meeting of the Riverside County Transportation
Commission Executive Committee on the 18th day of March, 2005.
