I - TABLE OF CONTENTS II - PURPOSES - State statutes specify 10 different objectives that municipalities can use to write their going regulations.. The most important in my opinion is to "implement the Comprehensive Plan." III - DEFINITIONS - Precise definition of terms used in the ordinance will save alot of time and trouble later on. The idea is to let everyone know what the Village expects of them up front -- no surprises. IV - DISTRICTS RC = Residential Conservation -,allows existing housing to continue as is. and permits new housing that is compatible in size,arch- itecture, density with existing housing and protects the housing from encroachment of commercial uses. PSF= Planned Single Family Residential = permits new houses that become part of a we11 de- signed neighborhood and are located as shown on the Comprehensive Plan and are separated from multi family housing. PMF= Planned Multi Family Residential - permits new townhouse and apartment that are located as shown on the Comprehensive Plan and are separated from single family housing and have good access to community services. DC = Downtown Commercial - allows existing businesses along Lockport Street to con- tinue as is and allows new businesses that are compatible to the pedestrian scale of walk in customers of existing businesses and has special standards for signs, parking, si-dewalks, and second floor apartments. PLANNING COMMISSION AGEIJDA Page Three HC = Highway .Commercial - permits retail businesses that do not have outside storage or other negative impacts and are located as shown on the Comprehensive Plan and do not encroach on~:residential districts. OR = Office Research - permits large corporate office and high technology office research businesses that want to locate in districts that prohibit all other uses so that a campus type atmosphere is created. PT = Planned Industrial - allows most manu- facturing, warehousing, and service uses in locations shown on the Comprehensive Plan and controlled by street standards for truck access,. outside storage, and pollution impacts. HP(OV)= Historic Preservation Overlay -'a set of regulations that will protect the char- acter and appearance of historic buildings and sites that are located in other zoning districts. V - BUFFERIPdG~;- Standards for fences, landscaping, earthbarrier, and walls that are needed to separate and provide a visual screen between otherwise incompatible land uses. VI - SIGNS - Specific requirements for all signs regarding size, number, type, height, setback, portable, amortization, and variation criteria. VII - ENFORCEMENT - Procedures for handling non-conform- ities, variations, special uses, fees, fines., etc. VIII- PARKING - Ratios. of number of off-street parking spaces required per square foot of each type of land use.
