IN CHARGE OF THE OPERATION OF THE RICHMOND POWER & LIGHT PLANT
MONDAY, MARCH 21, 2005
The Common Council of the City of Richmond, Indiana, serving as a Board in charge of the
operations of the Richmond Power & Light Plant met in regular session at 7 p.m. Monday,
March 21, 2005 in the Council Chambers in the Municipal Building in said City. Chairperson
Welch presided.
ROLL CALL: Present were: Howard "Jack" Elstro, Etta Lundy, Bruce Wissel, Karl Sharp, Bing
Welch, Larry Parker, Al Glover, Diana Pappin and Gil Klose.
APPROVAL OF MINUTES: Board member Sharp moved to approve the minutes of the
meeting held March 7, 2005. Board member Parker seconded. The motion carried with a
unanimous voice vote.
APPROVAL OF BILLS, INVESTMENTS AND TRANSFERS:
Upon recommendation of the Finance Committee, Board member Pappin moved to approve the
following bills for payment with a second by Board member Klose. The motion carried with a
voice vote.

Investments Purchased From:
Consumer Deposit Fund 275,000.00

STREET LIGHT COMMITTEE: None
REPORT BY GENERAL MANAGER:
• RP&L is working with the Veterans Affairs Office in designing a new road to provide
uninterrupted access to the Vietnam Veterans Memorial area while securing the
Johnson Street Station. The Veteran's organizations would be responsible for the
maintenance of the Memorial site. After review by the City Attorney, this agreement will
be brought back for final action at the April 4, 2005 meeting.
• The United States Environmental Protection Agency has devised two rule makings that
will affect Richmond Power and Light. Mr. Osburn explained that one deals with the
reduction of SO2 and nitrous oxide emissions in coal fired power plants and the other

with a reduction of mercury emissions. He will provide a copy of this report to any Board
member if requested.
• Mr. Osburn reported there are approximately 650 customers who are past due on their
payments at the end of the three-month SAFE program this year. These people will be
noticed of disconnect dates and action will be taken.
