HomeMy Public PortalAboutP&RAC Minutes 1989 12/19PARKS & RECREATION ADVISORY COMMITTEE MINUTES December 19, 1989 Attending: Max Williamson, Chairman Kathy Killen, Vice Chairman Dr. Wayne Allen Also Attending: Bud Schmidt, City Administrator Frances Wallace, City Councilmember Call to Order: Chairman Williamson called the meeting to order at 6:00 p.m. Chairman Williamson reported that the purpose of the meeting was to make a recommendation to the City Council concerning May Hardware, Inc.'s application to expand the existing marina. The City Council had so directed the Chairman at their December 14, 1989 meeting. The Chairman noted that the Committee would wait ten minutes before staring the discussion to see if Rick Fereday from May Hardware, Inc. would arrive as Mr. Fereday had indicated to the Chairman that he did not want to make a presentation to the Committee, but did wish to attend the meeting. Proposed May Hardware, Inc. Marina Expansion: The committee discussed the possible recommendations that it might make, i.e., approval, disapproval, list of pros and cons without a recommendation, or a conditional approval/denial. The Committee noted that Mr. Fereday was an outstanding and progressive businessman and that the current docks were excellent. The Committee did not want to impede improvements, but felt that it should consider the impacts on the water and shoreline of the proposed expansion. The Committee members noted the following impacts of the proposed marina expansion: a. Lack of sufficient parking spots, a concern already being expressed by citizens, would be further aggravated by the dock expansion, especially considering the new lakefront park. 1 b. Some people feel the view would be improved, mainly those that appreciate the marina setting, while some feel very strongly that the view from the beach would be significantly reduced. c. It was also noted that the areas of film that form on top of the water from petroleum products and other action that reduce the water quality caused by motor powered boats would be undesirable this close to a beach which will be used extensively. The Committee felt that there was a need for more boat docks. It was noted that there are several other locations around the lake which are suitable for a marina (Shore Lodge, the Manchester Parcel on the north edge of Mill Park, Ponderosa Park, by Tamarack Bay Condos, and in the East arm). The expansions would increase the number of users in the area to the point of congestion which would reduce user pleasure on the beach and increase safety concerns on the water, both of which lead to undesirable conflicts. A couple of members felt very strongly that we need to establish the distance out into the lake that any encroachment will be allowed to reach, least we restrict the public use of the lake. It was felt that the Line of Navigability could be such a yard stick. The Committee voted unanimously to recommend that: a. The City Council request that the Idaho Department of Lands establish the Line of Navigability for Payette Lake. b. The proposed application for a marina expansions by May Hardware, Inc. not be approved as it has been submitted. Mr. Rick Fereday entered the meeting at 7:00 p.m. Chairman Max Williamson explained the reasoning of the Committee and results of the vote taken during the meeting. Mr. Fereday reviewed a couple of points that he wanted to make concerning the proposal. Chairman Max Williamson asked if any member wished to further consider the matter.
