PUBLIC HEARING

At 7:21 p.m. President Peterson opened the Public Hearing.
Mr. Victor Chang, Placement Agent from LaSalle Capital Markets and Mr. Richard Selfridge,
Company Counsel far Plainfield Molding, Inc., was present to open a Public Hearing
concerning the intention of the Village of Plainfield, Will County, Illinais to issue revenue
bonds in a principal amount not to exceed $8,500,000 (actual amount $7.6 million) for the
purpose of financing costs of acquiring, constructing and equipping a manufacturing facility to
be owned by PMI Venture, L.L.C. to be located at 1300 North Division Street, Plainfield,
Illinois, and to be used in the manufacture of plastic moldings. The facility will be leased to
and operated by Plainfield Molding, Inc. A portion of the equipment financed with the bonds
may be leased to and operated by an affiliated entity, Plainfield Tool & Engineering, Inc.,
d/b/a Plainfield Stamping-Illinois, Inc., at its facility located immediately across the street at
1351 North Division Street, Plainfield, Illinois.
There were no public comments. The President and Board of Trustees expressed their views
in favor of the proposal. There were no objections to the proposal.
J. Heimerdinger moved to close this portion of the public hearing. Seconded by J. Dement.
Voice vote. 5 yes o no. Motion carried. Public Hearing closed on 7:25 p.m.
J. Heimerdinger moved to open a new Public Hearing. Seconded by K. Stalzer. Voice vote.
5 yes 0 no. Motion carried. Public Hearing opened at 7:26 p.m.
Director Waldock told the public and the Board that TOPE Corporation has requested an
annexation agreement that would adjust the rear setback requirement for the Reserve
Subdivision to coincide with current Village zoning standards. This request is presented to
allow larger ranch style homes to be constructed in the subdivision. The developer has
indicated an interest in constructing 2000 square feet and larger ranch style homes within the
subdivision that will require the adjustment to the setback requirements as set forth in the

Reserve subdivision covenants. The covenants had been made an exhibit to the Annexation
Agreement. Staff feels that the text amendment is reasonable in light of the benefits of
consistently regulating rear setback throughout the Village. The amendment also allows for a
larger foot print home to be constructed which the market appears to be demanding according
the applicant in this case.
A Representative from TOPE presented that the request was for increasing the buildable area
of each lot, and they felt this was a reasonable request.
Public Comments:
Mr. Frank Peroutka, resident of the Reserve Subdivisian stated that he was against the
adjustment of the rear setback requirements for this developer. Mr. Manuel Beltran also had
many of the same concerns. Sandy Maeke also joined in stating that she was against the text
amendment.
Tony Perino, builder, told the public and Board of Trustees that this amendment would allow
for a larger foot print home to be constructed which the market appears to be demanding.
J. Heimerdinger moved to close the public hearing. Seconded by J. Dement. Voice vote 5
yes, 0 no. Matian carried. Public Hearing closed at 7:40 p.m.
