MONDAY,AUGUST 18,2003
The Common Council of the City of Richmond,Indiana,serving as a Board in charge of the operations of the
Richmond Power&Light Plant met in regular session at 7 p.m.Monday,August 18,2003 in the Council Chambers in
the Municipal Building in said City.Chairperson Bruce Wissel presided with the following Councilmembers in
attendance:Howard"Jack"Elstro,Etta J.Lundy,Karl Sharp,Bing Welch,Larry Parker,Steve Rabe,Phil Dickman and
Sarah"Sally"Hutton.The following business was conducted:

MINUTES FOR AUGUST 4,2003
Councilmember Parker moved to approve the minutes of August 4,2003, second by Councilmember Sharp and the
motion was carried on a voice vote.
APPROVAL OF BILLS,INVESTMENTS AND TRANSFERS
Upon recommendation of the Finance Committee,Councilmember Hutton moved to approve the following bills for
payment,seconded by Councilmember Dickman and the motion was carried on a voice vote.

REMARKS BY CHAIRPERSON
UNFINISHED BUSINESS
STREET LIGHT COMMITTEE REPORT
Councilmember Elstro stated that he and Councilmember Sharp met with Planning Director Bob Goodwin who is also
president of the Board of Works,adding that North J Street will get two new street lights instead of the 5 requested.
Chairperson Wissel commented that he is adding Councilmember Rabe to that Committee.
REPORT BY GENERAL MANAGER
General Manager David Osburn requested Board authorization to receive bids on a 2003 mid-size extended cab pick up
truck to replace a 1992 Ford Tempo with 82,138 miles.Councilmember Parker moved to approve the request,second
by Councilmember Rabe and the motion was carried on a voice vote.
Osburn requested Board authorization to receive bids on a 2003 or 2004 mid-size 4-door,4-wheel drive sport utility
vehicle to replace a 1994 Mercury Grand Marquis with 123,000-plus miles.Councilmember Welch moved to approve
the request,second by Councilmember Sharp and the motion was carried on a voice vote.
In his general report,Osburn gave a quick update on Mobotec,saying that all the material is now on site and there is a
lot of activity going on at this time.He also reported that the weather radar is back on line,noting that they now have a
whole new software system.
Osburn talked at length about the recent power outage experienced by those living in quite a bit of the northeast,part of
Canada and up into Michigan as well,explaining that a major transmission line of First Energy in northern Ohio tripped
off line.He explained that an electrical grid or network of transmission lines of various voltages connected all the way.
from the Rocky Mountains to the east coast and Canada down to Florida as one big interconnected operating machine.
Speaking to the concerns of customers of RP&L,he said the utility has enough local generation to supply the City,
adding that very few cities can say that any more.He reminded Board members that those lines were built with the
1950s technology,adding that that means you are constantly upgrading transmission lines to keep them working.
