HomeMy Public PortalAbout04-21-2003 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA,SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER&LIGHT PLANT MONDAY,APRIL 21,2003 The Common Council of the City of Richmond,Indiana,serving as a Board in charge of the operations of the Richmond Power&Light Plant met in regular session at 7 p.m.Monday,April 21,2003 in the Council Chambers in the Municipal Building in said City.Chairperson Bruce Wissel presided with the following Councilmembers in attendance:Howard"Jack"Elstro,Etta J.Lundy,Karl Sharp,Bing Welch,Larry Parker,Stephen H.Rabe,Phil Dickman and Sarah"Sally"Hutton. The following business was conducted: ROLL CALL Nine present. MINUTES FOR APRIL 7,2003 Councilmember Parker moved to approve the minutes of April 7,second by Councilmember Welch and the motion was carried on a voice vote. APPROVAL OF BILLS,INVESTMENTS AND TRANSFERS Upon recommendation of the Finance Committee,Councilmember Hutton moved to approve the following bills for payment,seconded by Councilmember Dickman and the motion was carried on a voice vote. UNFINISHED BUSINESS STREET LIGHT COMMITTEE REPORT Councilmember Elstro had no remarks. REPORT BY GENERAL MANAGER General Manager David Osburn presented the proof of publication of the ad for the 2003 Front Loader and Councilmember Welch moved to accept it and place it on file,second by Councilmember Parker and the motion was carried on a voice vote.Osbum opened the bids of the following:Holt Equipment of Fishers for$224,000 for a John Deere,with a$15,000 trade in allowance,ending with a net value of$209,000;Rudd Equipment of Indianapolis for $215,185 for a 2003 Volvo,with a$20,000 trade in,ending with a net value of$195,184;Southeastern Equipment Co. of Indianapolis for$214,840 for a Hundayi,with a$10,000 trade in,ending with a net value of$204,840;McDonald's Machinery of Indianapolis for$195,912 for a Case,with a$22,000 trade in,ending with a net value of$173,912; McAllister Machinery of Indianapolis for$222,730 for a Caterpillar,with a$17,000 trade in,ending with a net value of $205,730;and Brandeis Machinery of Indianapolis for$196,041 for a Komatsu,with a$20,000 trade in,ending with a net value of$176,041. In answer to a question by Councilmember Dickman,Osbum said$265,000 had been budgeted for this. Councilmember Lundy moved to refer the bids to the General Manager for tabulation,evaluation and recommendation, second by Councilmember Elstro and the motion was carried on a voice vote. Osburn introduced Resolution No. 1—2003,reminding Board members that they had approved earlier the addition of the position of accounting supervisor,and this updates the salary resolution to include that new position. Councilmember Elstro moved to adopt the resolution,second by Councilmember Welch and the motion was carried on a voice vote. Osborn made a request for authorization to receive bids for a 2003 3/4 ton 4-wheel drive Extended Cab Pick-Up Truck to replace a 1992 Mercury Grand Marquis with 113,444 miles.Councilmember Sharp moved to approve the request, second by Councilmember Rabe and the motion was carried on a voice vote. Stating that nothing significant concerning utilities is happening in the Legislature,he did mention one bill that has passed through both houses which cleans up some utility language and has a provision giving more security dealing with critical infrastructure records. Osbum said he had been asked to speak by the Indiana Association of Cities and Towns at the spring meeting last week to the Indiana Telecommunications Association in Lafayette. Last year,Osbum said,the A.P.P.A.created the Robert Roundtree Rising Star Award,to be given to someone who has only been in the business less than five years but has made a significant contribution and he had nominated Harry E. Phillips III,Energy Services Director at RP&L.Osburn said Phillips will be attending the national conference in Nashville to receive that award and mentioned some of the qualifications which include recognition by his peers as a future leader,demonstrated a dedication to the goals and principals of public power,been known for his creativity,job, knowledge,leadership and performing all responsibilities in an outstanding manner.Osbum said Phillips will also get'a $1,000 scholarship to be used toward any A.P.P.A.seminar or workshop. Osburn mentioned a few outages that have occurred this past week caused by a squirrel and a bird in two of the substations.He also mentioned the newspaper article about the Richmond High School students winning awards last week for their electric car,saying that he was very proud of their"Rookie of the Year"award,and the first and third place finishes.He also mentioned the recent meeting of the Electric Power Research Institute which he attended as a Board member,adding that EPRI is trying to steer the future of the utility industry.
