MONDAY,APRIL 7,2003
The Common Council of the City of Richmond,Indiana,serving as a Board in charge of the operations of the
Richmond Power&Light Plant met in regular session at 7 p.m.Monday,April 7,2003 in the Council Chambers in the
Municipal Building in said City.Chairperson Bruce Wissel presided with the following Councilmembers in attendance:
Howard"Jack"Elstro,Etta J.Lundy,Karl Sharp,Bing Welch,Larry Parker,Stephen H.Rabe,Phil Dickman and Sarah
"Sally"Hutton. The following business was conducted:

MINUTES FOR MARCH 17,2003
Councilmember Parker moved to approve the minutes of March 17,second by Councilmember Welch and the motion
was carried on a voice vote.
APPROVAL OF BILLS,INVESTMENTS AND TRANSFERS
Upon recommendation of the Finance Committee,Councilmember Hutton moved to approve the following bills for
payment,seconded by Councilmember Dickman and the motion was carried on a voice vote.

Chairperson Wissel had no remarks.
UNFINISHED BUSINESS
STREET LIGHT COMMITTEE REPORT
Councilmember Elstro had no remarks.
REPORT BY GENERAL MANAGER
General Manager David Osbum requested authorization to receive bids on a Front Loader to replace a 1987 Front
Loader with 13,300 hours for the Whitewater Valley Generating Station for moving around and putting up coal.
Councilmember Sharp moved to approve,second by Councilmember Parker and the motion was carried on a voice
vote.
Osburn mentioned that the utility had a reasonably significant outage last week when the Johnson Street Substation was
lost which affected most of the uptown area and some of the west side.He said the reason for this was when the crews
were doing some routine maintenance in the station and when they were testing one of the breakers the outage occurred
which tripped out the entire substation.He said it was very unusual that it should happen,but after checking into it
found the cause was in one of the relays.He said the power was only off for about 10 minutes in that instance and it
was an excellent job of troubleshooting by the engineering group.
There is no written report as yet,Osburn said,but he has had the exit interview with the State Board of Accounts upon
completion of their audit.He said they got a glowing report with no problems and no issues.He expressed his
appreciation to Finance Director Tracey Garrett and her staff for keeping such good books.Councilmembers Sharp and
Welch made comments about what a good job everybody did,including Osbum.
Osburn also mentioned two bills of interest at the state level.One is still active and the other is dead for this session.He
said that on the federal level they are starting to move on the energy legislation and he is keeping his eye on that action,
noting that two bills have electricity in their titles.
Copies of the updated APPA policy handbook,Osburn said,had been given to all Councilmembers.
