HomeMy Public PortalAbout11-04-2002 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA,SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER&LIGHT PLANT MONDAY,NOVEMBER 4,2002 The Common Council of the City of Richmond,Indiana,serving as a Board in charge of the operations of the Richmond Power&Light Plant met in regular session at 7 p.m.Monday,November 4,2002 in the Council Chambers in the Municipal Building in said City.Chairperson Larry Parker presided with the following Councilmembers in attendance:Howard"Jack"Elstro,Etta J.Lundy,Karl Sharp,Bing Welch,Bruce Wissel,Paul Combs,Phil Dickman and Sarah"Sally"Hutton. The following business was conducted: ROLL CALL Nine present. APPROVAL OF MINUTES The minutes of the meeting of October 21,2002 were approved on a motion by Councilmember Hutton,second by Councilmember Sharp and the motion was carried on a voice vote. APPROVAL OF BILLS,INVESTMENTS AND TRANSFERS Upon recommendation of the Finance Committee,Councilmember Hutton moved to approve the following bills for payment,seconded by Councilmember Dickman and the motion was carried on a voice vote. UNFINISHED BUSINESS There was none. STREET LIGHT COMMITTEE REPORT Councilmember Elstro had no report. REPORT BY GENERAL MANAGER General Manager David Osburn announced that he had distributed binders containing the budget for Councilmembers to go through before and during the scheduled meetings announced earlier by Chairperson Parker.He explained that it contained a two-year expense and sales production budget for 2003 and 2004 and a 5-year capital plan but would only be asking for the approval of the 2003 capital.He said the budget for Parallax was also included in the binder. Bob Crye,power production manager,explained that Unit No.2 had been taken off line October 19 and came back on line November 1.He explained the maintenance that had taken place on the boilers and pulverizers as well as the ultrasonic thickness testing.In answer to a question about the life expectancy of the boilers,Crye said No. 1 Unit has been on line since 1955 and No.2 came on line in 1973.Osburn said that what utilities such as RP&L are finding out is that they are running boilers a lot longer than was really envisioned when they were put in service.He added that with good maintenance and good operations you can get many more good years out of them. Councilmember Welch asked if RP&L was planning on being at the hearing of the Indiana Air Pollution Control Board in Indianapolis.Osburn answered that the first one will not be a full public hearing.When they re-open the hearing in December he will be there along with Tony Sullivan and possibly,Bob Crye. NEW BUSINESS There was none.
