Mr Cann - -- suggested that 15 or 20 property owners,each for himself,
be asked to agree to be responsible for his pro —rata amount on a j Tint
note which will permit the Town to realize the necessary money now,the

Mr Espy --- suggested that .larger:meeting be held and the matter
placed before that body.
Mr. Cann --- suggested that it would be well to have a suppr party
somewhere have a meeting of the property owners and discuss the thing
thoroughly.
The Mayor - -- said that he would appoint a committee consisting of
Mr Espy,Mr Cann and Mr.McIntyre to handle with the local banks with .
a view to having one of them add$g nee the morey on the joint note

Mr Cann - -- said that since he /ft gffointeo. on the Committee to see
the banks it would be well to have another committee to see some of the
property owners to discuss the electric service situation with them,so
the Mayor appointed Messrs F.H.Haar, E.B. Tzlar, C. J.Hunter and himself,
and called a meeting of the property owners at Bannon Lodge for Tues-
day night February 15th

Town of . Tybee, Ga. February 18th 1927.
A special meeting of Town Council was held to —day at 4.00 p.m. and
was attended by the Mayor and Councilmen Espy,Wa;thour,Horovitz,Cann,
Farr and Town attorney .McIntyre.
The Mayor called to the attention csf Council the destruction of the
dormitory at the Convict Camp by fire on February 1927 the building
was about 80x20 feet 12 feet high inside and will cost to replace around
$1400.00 to 1600.00,and that the County had agreed to rebuild it,the
Town furnishing all materials,Mr Walthour made a motion that the Mayor
be empowered to handle the matter,Which was seconded by Mr Horovitz,
and the motion carried.
The Mayor also mentioned the i radequate protection from fire that now
exists among the buildings owned by the Town and submitted an estimate
from the Tybee Waterworks Co.,irl which they agree to extend their 2 inch
main into a central point in the Camp area and attach a spigot thereto
another one between the Schoolteachers' and Chiefs coattages' and another
one between the Schoolhouse and oottgage occupied by Lieut.Hildreth for
the sum of $ 200.00 plus tapping g fee $ 15.00 ,Mr Espy made a motion that
•the Mayor be empowered to handle the matter =:which was seconded by
Mr Horovitz and the motion carried.
The Mayor informed Council that the County had agreed to pave Second
avenue from Eighth street to a point in front of the Trinity Methodist
Chapel

The Mayor mentioned that .the. Citizens Bank & Trust Co had written him
a letter (3/16/27) requesting payment on the indebtedness of the Town
due the bank,he said that Mr Smith had also vpoken to him about the -
matter and he had informed him that just as quickly as the Town was
in position to pay off this indebtedness it would be done.
To take care of a bond election for $ 22000.00 ,the Mayor estimated
that it would necessitate an increase of about 30% in the assessments.
Mr. Walthour - -- said only thing to do is to raise assessments.
Mr Cann - -- suggested that it be ascertained if any of the local
banks would handle the issue,and the Mayor asked that he (J.F.C.)
see if the banks wouldrrhandle the issue.
Mr.M.Edw.Wilson - -- was heard relative to his propostion to furnish
the Town with a fire engine (an ancient steam engine bought from a
junk dea er) for fire protection provided Town would furnish chemicals,
phone service,to his garage,provide neoessary equipment,build shed
to house engine, and pay for actual services rendered,the Mayor requested
Mr Wilson to put his plan.in writing so that-Police Committee could
handle. -- he also asked that water mains be extended to Estill Station
that ditches be clered and drained and that the Town get onto this work
just as quickly as possible,he was then excused.
Mr Cann - -- said that Mr Foss wantedto have the money available just as
early as possible so that materials ect., could be purc}ased and assembled
that the Liberty Bank and Trust Co.,would accept the note provided it 40
was legally passed on - -- Mr Farr - -- said parties to note would be
primary obligators - -- My -Cann - -- people understood they were to sign .
a guarantee --- Mr McIntyre - -- it is illegal to go over assessment role--
Mr Espjc - thought agreements would be a guarantee in event Town failed
to pay - -- Mr Farr ---,wanted to know what would be the effect on
endorsers if Town failed to pay - -- Mr Cann - -- if each guarantor would
give individual note he could get money and have S.E.P.Co.egt material
and deliver same to endorsers in their name - -- Mr Farr - -- use Town of
Tybee and give individual notes as guarantors - -- Mr McIntyre - -- have
S.E.P.Co and individuals enter into a building contract and have S.E.P.Co
assign contract to bank - -- Mr Farr - -- endorsers would obligate them-
selves --- Mr Cann - -- have paper drawn that endorsers obligate them-
selves to pay at end of 90 days in event Town of Tybee does not-- -
Mayor - -- waited to know when notes would have to be signed - -- Mr Cann- -
immediately - -- make one paper,and try out people to see if they will
all sign one straight note - -- Mr Horovitz - -- also that expenses
incidental to the negotiations of this loan would be borne by the
Town of Tybee and not by theendorsers - -- Mr McIntyre - -- whd will note
be made payable to and_who will bank deliver-money to -- it wasde tided
that Mr Cann and Mr McIntyre will prepare the parer to put through
the bank.
