IN CHARGE OF THE OPERATION OF THE RICHMOND POWER&LIGHT PLANT
MONDAY,OCTOBER 19,1998
The Common Council of the City of Richmond,Indiana,serving as a Board in charge of the operations of the
Richmond Power&Light Plant met in regular session at 7 p.m.Monday,October 19, 1998,in the Council Chambers
in the Municipal Building in said City.Chairperson Larry Parker presided with the following Councilmembers in
attendance:Howard"Jack"Elstro,Etta Lundy,Robert Dickman,Sarah"Sally"Hutton,Geneva"Gene"Allen,Dennis
R.Rice Sr.,Bing Welch and Bruce Wissel.The following business was conducted:
APPROVAL OF MINUTES
The minutes of the meeting of October 5, 1998,were approved on a motion by Councilmember Hutton,second by
Councilmember Rice and the motion was carried on a unanimous voice vote.
APPROVAL OF BILLS,INVESTMENTS AND TRANSFERS
Upon recommendation of the Finance Committee,Councilmember Hutton moved to approve the following bills for
payment,seconded by Councilmember Allen and by unanimous voice vote the motion was carried.

REMARKS BY CHAIRPERSON
Chairperson Parker reported that he and Councilmember Rice had attended the recent A.P.P.A.Policymakers
Workshop,stating that the primary function was"governing in a competitive era,"and how to prepare for it.He said
they found that so far the states that have passed the deregulation are trying to opt out of it now,so it is not what they
thought it would be.He added that it was a good session and a worthwhile trip as far as the information they received.
Councilmember Rice added that he found that the strategic planning and marketing is a very important issue for the
Public Power Association.As a result of talking with several people there,he said,he feels the people of Richmond
should be proud of the accomplishments of RP&L.Chairperson Parker said a copy of the entire program is available
at RP&L for those who are interested.

STREET LIGHT COMMITTEE REPORT
Councilmember Elstro said work is progressing.
REPORT BY GENERAL MANAGER
General Manager David Osbum brought before the Board Resolution No.2—1998,which is the annual salary
resolution and was sent to each of the Board members individually.He said it shows the 3 percent increase which was
provided by the contract and the 3 percent increase which was also for the salaried employees.Councilmember Hutton
moved to approve the resolution,second by Councilmember Welch and the motion was carried on a unanimous voice
vote.
Osbum reported briefly on the test run at the Whitewater Station which was to rate the capacity of the plant after the
improvements done this spring,which included the re-tubing of the mills and the fans to gain excess capacity.He said
when the job was planning a gain of two-and-one-half megawatts of capacity was projected,and the test revealed a gain
of close to four megawatt capacity.
Councilmember Welch asked how long the units would be down for the fall outage and Osbum answered that Unit No.
2 is down now,but should be up this coming Wednesday.He added that both units would be run again until this
weekend then No. 1 unit would be down for one week.Councilmember Welch asked how RP&L stands on the year
2000 conversion on all its software and Osburn said the utility fell a little behind having to supplement with outside -
help due to some personnel leaving.He said they are looking at March 1999,adding that they're hoping to get an I.S.
manager within the next four weeks.
Osburn told the Board that the environmental compliance study is done and asked the Board members to plan on
attending a meeting Monday night at the RP&L service building so a representative of the firm which did the study
could explain it.He said he felt they did an excellent job in giving the utility a lot of options on how to meet future
compliance requirements.
Chairperson Parker added another observance about the A.P.P.A.conference mentioned earlier,saying that he had the
1997 report of RP&L with him and when he and Councilmember Rice were asked to explain what the average cost
per kilowatt hour was it was interesting to see their surprised reactions.Then,he said,when they asked about RP&L's
generating capacity and what the utility could do with what it generates,the two told them RP&L could sell
everything it could generate.Again,he said,they thought it was fantastic.He said they had a lot of questions about the
efficiency of RP&L and these came from a lot of really big power companies who had heard of RP&L.He added
that they felt very good about the reputation that RP&L has nationally.
