HomeMy Public PortalAbout04-06-1998 R-77 PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF RICHMOND,INDIANA,SERVING AS A BOARD IN CHARGE OF THE OPERATION OF THE RICHMOND POWER&LIGHT PLANT MONDAY,APRIL 6,1998 The Common Council of the City of Richmond,Indiana,serving as a Board in charge of the operations of the Richmond Power&Light Plant met in regular session at 7 p.m.Monday,April 6, 1998,in the Council Chambers in the Municipal Biilding in said City.Chairperson Larry Parker presided with the following Councilmembers in attendance: Howard"Jack"Elstro,Etta Lundy,Bob Dickman,Sarah"Sally"Hutton,Geneva"Gene"Allen,Dennis R.Rice Sr., Bing Welch and Bruce Wissel.The following business was conducted: APPROVAL OF MINUTES The minutes of the meeting of March 16, 1998,were approved on a motion by Councilmember Hutton,second by Councilmember Rice and the motion was carried on a unanimous voice vote. APPROVAL OF BILLS,INVESTMENTS AND TRANSFERS Upon recommendation of the Finance Committee,Councilmember Hutton moved to approve the following bills for payment,seconded by Councilmember Allen and by unanimous voice vote the motion was carried. UNFINISHED BUSINESS There was none. STREET LIGHT COMMITTEE REPORT Councilmember Elstro said if Councilmembers read the Board of Works minutes in their packets they learned that streetlights have been approved for three different locations in the City. (Those are Woodgate,Backmeyer Trace and Oak Park.) REPORT BY GENERAL MANAGER General Manager David Osburn asked the Board to authorize him to begin the search for an Energy Services Director. In answer to Councilmember Welch's question as to what type of position this will be,Osburn said it will be one which will concentrate on marketing,sales and customer service.He added that the person will work with the industrial commercial accounts and will work closely with Economic Development.He said the person will focus heavily on the large industrial customer. In answer to a question by Councilmember Dickman about filling that position with someone with an engineering background.Osbum said the person could have that,but he is not specifically looking for an engineer.When asked about the salary range,Osburn said he had done some research and sees that salary range between$35,000 and $60,000.He said IPL has a similar position with a salary of between$40,000 and$50,000.He said he feels a$60,000 cap is reasonable.He also mentioned that the person in a similar position in Crawfordsville is paid$52,000. Councilmember Dickman moved to authorize the general manager to begin the search for the Energy Services Director, second by Councilmember Welch and the motion was carried on a unanimous voice vote. In his general report,Osbum said he had met with Congressman Tim Roemer in South Bend trying to get support for the Nox program.He said the Nox has completed their business and now plan to meet with investors to raise the money within the next two months.He distributed copies of the latest Richmond Community data sheet,commenting that it is handy for giving new businesses to use as a resource. Osbum said he had attended the annual meeting of the Indiana Municipal Power Association and was named to the Executive Committee of the Board of Directors. In answer to a question by Councilmember Welch,Osburn said Unit No. 1 is scheduled to come off line April 20. Councilmember Parker asked about the greenhouse effect,stating if RP&L doesn't have the ability for hydro,wood or solar,what is it going to do.Osbum said the utility might have to reduce emissions back to the 1990 level and maybe put natural gas in the burners.He added there are other methods to offset emissions,stating that they may just be able to buy allowances.He said the Department of Energy wants control but they are still fighting over which agency will be monitoring this.
