Town of Tybee,Ga.,March 4th 1927.
The regular meeting of Town Council was held to -day at 4.00 p.m.
N and was attended by the Mayor and Councilmen Logan, Cann, Espy, Horovitz
Farr and Tawn attorney McIntyre.
II.The Assessment Committee met on March 2nd 1927 and assessed all real -
estate with improvements thereon,,nd reported as follows;
"Pursuant to the ordinances and under the charter provisions
of the Mayor and Councilmen of the Town of Tybee,your Committee on
Assessments met and proceeded to assess the value of all real estate
with the bm p rovements thereon subject to t a xat io n in said Town of
Tybee,for the purpose of taxation, and to determine the same.
This work is now concluded and your committee reports that a record
has been made of these assessments as required in a book provided
for that purpose,and that the aggregate value o p
f all real estate
with the improvements thereon,the subject of taxation within the
limits of the Town of Tybee,is the sum of 2,358,665.40 Dollars ".

RESOLUTION
It appearing that the Committee on Assessmente,pursuant
to ordinancees of the Town of Tybee and under the charter provision
of the Mayor and Councilmen of the Town of Tybee,has assessed the
value of all real estate with the improvements thereon,the subject
of taxation in said Town of Tybee,for the purposes of taxation,
and has determined the sage and has made report thereof to this
regular meeting of the Mayor and Councilmen of the Town of Tybee
and that from said report the aggregate value of such property
for taxation is the sum of 2, 358, 665.40 Dollars and that said
committee as required has made a record of said assessments in
the book provided for said purpose;
NOW THEN BE IT RESOLVED by the Mayor and Councilmen
of the Town of Tybee in regulat meeting assesmbled that said report
be and the same is hereby received and accepted and ordered spread
upon the minutes of this meeting and that the aggregate od said
assessment in the sum .of $ 2,358,665.40 Dollars be and the same
is hereby declared anddetermined as the value of all real estate
with the improvments thereon the subject of taxation in said Town of Tybe
for the purpose of taxation. --- on motion of Mr Horovitz,seconded
by Mr Farr the above resolution was passed unanamously.
The following resolution calling for an election on April 12 1927
to plac e before the voters of the Town the question of whether
the Mayor and Councilmen shall incur an indebtedness of ft 22000.00
for the purpose of purchasing or construoting,was eead,apd'- 'onmotione
of fir aHorovitz, seconded by Mr Espy, was passed unanamoubly;
RESOLUTION
WHEREA :e Councilmen ofnthe Town of Tybee, a
municipal corporation of the -State of Georgia desires to incur a
• bonded indebtedness of Twenty -two Thousand ( $22000.00 ) Dollars fcr
the purpose of purchasing or constructing a plant with its necessary
equipment to furnish electric current for lights,power and other
purposed to the inhabitants or for such perpons `within or without
the corporate limits of the municipality who may have � se for the
same; and
WHEREAS the said municipal corporation has at present
an outstanding bonded indebte '.ness in the principal sum of One Hun-?red
Ten Thousand 110,000.00) Dollars and this pr posed bon ed indebtedness

will not- wheniasued exceed seven per cent (7 %) of the assessed
value of all of the taxable property of said municipality;
NOW THEREFORE, in compliance with Article 7, Sect ion7,
Paragraphs 1 and 2 of the Constitution of the State of Georgia and the
statutes enacted in compliance therewith,be it resolved by the Mayor and •
Councilmen of the Town of Tybee in Council assembled as follows;

That the said municipal corporation subject to the
requisite assent of the valified voters thereof,shall incur a bonded
indebtedness in the principal sum of Twenty -two Thousand ($22000.00)
Dollars for the purpose aforesaid and shall issue and sell Twenty -two
Thousand Dollars ($22000.00) of bonds therefor,which shall be coupon
bonds and shall consist of twenty -two (22) bonds of the denomination
of One Thousand ($1000.00) Dollars each and shall be designated and
described as Electric Plant bonds.
The said bonds shallblar interest at the rate of five
per cent (5 %) per annum payable semi- annually;the principal and
interest to be paid in gold coin of the United States of the present
standard of weight and fineness; the principal of said bonds to mature
and to be paid and retired in the following amounts or installments
to- :pit:- One Thousand ($1000.00) Dollars Nine years from the date
of said bonds and One Thousand ($1000.00) Dollars each annually There-
after until the entire issue of Twenty -two Thousand (22000.00
Dollars shall be paid at the end of the Thirtieth year from thSrdate
of the said bonds,so that thw thole of the principal shall be tally
paid off within thirty (30): years from the idate of incurring Said ir4ebt -410
edness. The amount of interest to bepaid annually on said bonds to be
five per cent (5 %) upon the amont of said bonds outstanding each year:
the amount. of interest payable annually decreasing each year after the
Ninth year form date of said bonds i n the amount of five per cent
(5%) per annum upon the face value of each bond that shall have matured;
so that the principal and interest of said bond shall be fully paid
off withinh thirty (30) years from the '-_ate of the incurring of said
indebtedness.

The further details as to the date of the bonds,the form
of the bo nis and ooupons,the registration thereof,the validation,
negotiation and sale and all other details shall befixed and
determined hereafter.

That an election by the qualified voters of said municpal
corporation be and the same is hereby ordered and called to be held
on TUESDAY being the .TWELFTH day of APRIL,192? to determine the
question whether --aid bonds shall be issued by the said Town and
notice of said election shall be given to the qualified voters of said
municipality for the space of thirty (30) days next preceeding the date
of the election in the Savannah Press,the. newspaper in Chatham County,
Georgia in which said municipality is located in which sheriffs
advertisements for thb, =County are published.

The election shall be held at the voting place or pre-
cinct in said municipality as prescribed by the Charter and the
ordinances of the said municipility and shall be held by the same
pe sons and in the same manner under the same rules and regulations
that elections for offieeis of said municipality are held and the
returns shall be made to the said Mayor and` Councilmen of the Town of
Tybee, who shall in the presence of and together with the several
managers ( who bring up the returns) consolidate the returns and
decide the result.

Voters favorirg the issuance of said bonds shall have
written or pri rated on their ba,l ots " For Fle_:tric Plant Bonds "
Voters opposing the : issunnce Of said bonds shall have
written or printed on their ballots " Against Electric Plant Bonds."
In the event said bonds are authorized to be issued and
before the time of issuing the same the Mayor and Councilmen of the
Town of Tybee or their successors in office shall provide for the
assessment,levy and collection of an annual. tax sufficient in
amount to pay the pricipal and interst of said bonds as issued as the
same may become due and within thirty (30) years from the date of
incurring the said indebtedness.

The notice which shall be given to the qualified voters
of said municipality of the election to be held to determine the
question whether said bonds shall be issued by the Town shall be
signed by the Mayor of said municipality and attested by the Clerk
• of Council under the seal of said Town and shall be as follows:
NOTICE OF ELECTION FOR ELECTRIC PLANT BONDS TO THE
QUALIFIED VOTERS OF THE MAYORS AND COU N ILMEN OF THE TOWN OF TYBEE:
WHEREAS the Town of Tybee desires to incur a bonded
in ebtedness as prescribed in Article 7, Section 7,Paragraphs 1 and
2 of the Constitution of the state of Georgia;
NOW THEREFORE the Mayor and Councilmen of the Town of
Tybee,a municipal corporation of the State of Georgia in the Cbunty
of Chatham,be ing the officers charged with levying taxes, contracts-
ing debts,eot., for the said municipility,hereby give notice to the
qualified voters of the said municipality that on TUESDAY
being the TWELFTH day of APRIL 1927, an election will be held
to determine whether Twenty --two Thousand (0022000.00) Dollars of bonds
shall be issued by the Mayor and Councilmen of the Town of Tybee for
the purpose of puaichading or constructing ^'. ^rt with its necessary
equipment to furnish el ctric current for lghts,power and other
purposes to the inhabitants or for such persons within or without
the corporate limits of the municipality who may have use for the
same: which said bonds are to be designated and described as electric
plant bonds ani which bonds areto bear interest at the rate of five
per cent (5%) per annum payable semi - annual, sail bonds to be of the
denomination of One Thousand 01000.00) Dollars each and to be coupon
bonds, the principal an! interest to be payable in gold coin of the

the whole of the principal shall be fully paid for withinhthirty (30)
years from the date of incurring aid indebted -ess; the amount of

interest to be paid annually on said bonds to be five per (5%)
upon the amount of said bonds outsta ding each year,the amount of
interest payable annually decreasing each year after Ninth year
from the7date of sail bonds in an amount of five per15 %) per annumm
upon the face value of each bond that shall have rnatured,so
that the principal and interest of said bonds shall be fully paid
off within thirty (30) years from the date of the incurring of said
indebtedness. Said election shall be held at the voting place
established by ordinance within the limits of said Town and shall
be held by the same persons and in the s me manner,under the same
rules and regulations that elections for officer of said munici-
pality are held and returns shall be made to the Mayor and Council-
men of the Town ofTybee who shall in the presence of and together
with the several managers who bring up the returns,consolidate
said returns and declare the result.
Th se favoring the issuaance of said bonds shall have
written or printed upon their ballots "For Electric Plant Bonds."
Those opposing the issuance of said bonds shall have writ-
ten or printeL upon their ballots "Against Electric Plant Bonds."
This ntice is given as provided and directed in a reso-
lution passed at a meeting of Council held upon the 4th day of
March 1927.
WITNESS the official signature of the Mayor of the Town
of Tybee duly attested by the Clerk of Council under the seal of the
Town of Tybee this 4th day of March 1927.

The following ordinance to provide for certain franchises
to the Savannah Electric & Power Company over and upon the public
streets,ways and roads of the Town of Tybee,Chatham County,Georgia,
was placed upons its first reading, and on motion of Mr Espy that it
be adopted subject to the recess adjournment of Council,seconded
by Mr Horovitz,the ordinance was passed unanimously;

AN ORDINANCE TO?PROVIDE FOR DERTAIN FRANCHISES
TO THE 'AVATTNAH ELECTRIC AND T'0WER COMPANY I NIOVEP AND UPON" THE
PUBLIC STP ETS ?WAYS AND R ADS OF THE TOWN OF TYBEE, CHATHAM COU NPY,
GEORGIA, AND FOR OTHER PURPOSES.
Section 1 -- BR IT OEnAINED by the Mayor and Councilmen
of the Torn of Tybee,in meeting assembled that a frarchise is
hereby granted to the Savannah Electric & Power Company,a corporation
with its principal office in Savannah,Georgi? ., to build,maintain,
operate,own,and lease a system or systems for the transmission
of electric power and lighting current in,over and through
all public streets,lanes,roais and ways of the Town of Tybee,
and to maintain an electric transmission and distribution system

with all necessary wires,poles and appliances necessary and need-
ful to conduct the business of furnishing electric light,heat and
power to the inhabitants of the Town of Tybee,upon the con -
ditionnevertheless, that should said Company fail to
furnish electric light and power to the Town of Tybee and its in-
habitants at any time after July let 1927 for a period of six months
then this franchise and all rights thereunder shall be revocable at
the pleasure of the Mayor and Councilmen of the Town of Tybee.
Section 2 -- Be it further ordained that all ordinances and
parts of ordinances in conflict with this ordinance be and the same
are hereby repealed.
There being no gurther business Council took a:: re, as, ad,

The regular meeting of Town Council was held to -day and was attended
by the Mayor and Councilmen Cann ,Horovitz,Espy,Walthour,Farr and Mr.
S.N.Harris.
Plans for an organization to educate the property owners to the
necessity of vtting in favor of the Electric Plant Bonds on April
12th and -also to getting them out to vote were discussed and Mr
•Harris who was asked to come before Council and give his views
and suggestions as to the best method to gci about this, suggedted
that a committee of ladies ,whether they were voters or not,be
gotten up to notify the property owners of the election for
bonds on April 12th and ascertain from them if they would be
abli to go to Tybee on that day and vote-- that this committee
appoint sub- committees *Lio in turn would get in touch with a
certain number of voters a::d find out from each voter just how
that voter was going to the isla.ndmby auto or train.
The Mayor asked what ladies were available,he was given a list
of the women voters by the Clerk,Mr Cain suggested that every
woman voter on this list be askedto assist in putting the election
over -- attention was called to the fact that the-road would be
closed on April 4th for a period of about :four we Mks but the
Mayor said that he w-uld handle with Court,;T Commissioners to
have them authorize the opening of it on April 12th, -- The
Mayor thanked Mr Harris and he eras excused.
The managers appointed to handle the election April 12th were
Messrs.John T,Coliins,J.A.Weiser and Johnson A.Byers.
Mr Horovitz suggested that to give more efficient" service in
the Police Department it would be a good idea to have telephones
that would connect directly to the jail, installed at vantage
points so that the Chief could keep in diet touch with his
officers at all times,and in the event an emergency should arise
he could dispatch the nearest officer to that point on very short
notice, the Mayor said that he would get in touch with the Southern
Bell Telephone Co and get an estimate as to the cost of these
installations with a view to having them installed for use during
the summer season.
