HomeMy Public PortalAbout03-02-2023 THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, MARCH 2, 2023 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., in the Council Chambers in the Municipal Building, 50 North 5111 Street, Richmond, Indiana. CALL TO ORDER President Robinson called the meeting to order and the following business was conducted: ROLL CALL Board members present were: Vicki Robinson and Emily Palmer. Absent was Matt Evans. Also in attendance were Kim Vessels, Assistant City Attorney; Monica Burns, Deputy City Clerk.; Sherrie Richey, Code Enforcement; Fire Chief Tim Brown; Greg Stiens, Director of Public Works and Engineering; Bill Henry, Code Enforcement; Joe Buckler, Assistant Fire Chief; A.J. Sickmann, Cocporate Council; George Sowers, Council for EDC; Terri. Quinter, Manager of Rose View Transit; Derek Hill, Director of Code Enforcement; and Media. APPROVAL OF MINUTES Ms. Palmer moved to approve the minutes of February 23, 2023, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. CLAIMS FOR PAYMENT Ms. Palmer moved to approve the Claims for Payment for March 3, 2023 in the amount of One Hundred Twenty Five Thousand One Hundred Eighty Eight Dollars and forty seven cents ($125,188.47), supported by Ms. Robinson. Upon a vote viva voce, the motion carried. PAYROLL CLAIMS FOR PAYMENT -None PAYROLL CLAIMS FOR PAYMENT FOR PENSION Ms. Palmer moved to approve the Payroll Claims for Payment for Pension for February 28, 2023 in the amount of Two Hundred Sixty Seven Thousand Five Hundred Ninety Dollars and sixty five cents (267,590.65), supported by Ms. Robinson. BID AWARDS - None CONTRACTS • CONTRACT NO. 31.-2023 —S&M HOME SOLUTIONS, LLC The City retains Contractor to perform services in connection with the cleanup of a premises previously deemed by the Richmond Unsafe Building Commission to be noncompliant and ordered to be sealed and cleaned up. The property is located at 1714 North "F" Street. Services shall include the sealing of the unsecured doors and broken windows, and the cleanup and removal of glass, trash, debris, rubbish, and junk strewn about the premises, and other materials. Not to exceed $481.40 Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • CONTRACT NO. 32-2023 —TESTING FOR PUBLIC SAFETY, LLC The City retains Contractor to provide consulting and testing services in connection with the 2023 firefighter application and hiring process. Contractor shall perform all services described on Contractor's proposed Agreement. Anticipated not to exceed $3,000.00 Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • CONTRACT NO. 33-2023 —STRYKER. SALES, LLC The City retains Contractor to furnish as a sole-source provider for certain equipment which includes, but is not limited to, two (2) IV.FIS Power Load Pro 2 cots and loading systems, and to provide sole-source annual preventive maintenance, inspection, and repair of said cots and loading systems for a three-year period for the Fire Department. Upon a vote viva voce, the motion carried. • CONTRACT NO. 34-2023 —PER.SEPONKO PAINTING, L.LC The City retains Contractor to provide services in connection with, the cleaning, preparation, and painting of the two (2) metal eagle symbols and the metal lettering located. on the exterior of the Municipal Building for the Division of Public Works and Engineering Not to exceed $2,700.00. Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried,. • CONTRACT NO. 35-2023 — YOU CALL WE HAUL The City retains Contractor to perform services in connection with the cleanup of a City- owned property located underneath the Richmond Avenue Bridge from Sim Hodgin Parkway to Richmond Avenue. Services shall include the cleanup and removal of trash, debris rubbish,junk, and all other materials. Not to exceed $650.00. Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • CONTRACT NO. 37-2023 —CINTAS CORPORATION City hereby retains Contractor to provide annual towel and mat cleaning and maintenance services for the Fire Department. They charge $.15 per towel and $2.00 per mat. There is no service charge per delivery. Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • CONTRACT NO. 39-2023 —COX EXCAVATING PLUS LLC The City retains Contractor to perform services in connection with the demolition of 918 South 7th Street that was deemed by the Richmond Unsafe Building Commission to be an unsafe property. Services shall include demolition, removal of debris, and restoration of the site. Not to exceed $7,850.00 Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • CONTRACT NO. 40-2023 — NOTICE OF INTENT TO EXERCISE OPITION - CITY & EDC Board of Works Minutes March 2, 2023 The EDC gives notice to the City its intent to exercise its right to purchase Lot Number Phase 3 of the Midwest Industrial Park for the sum of $502,480.00 for the specific and. limited purpose of reconveying property to MV Pipe, LLC Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • CONTRACT NO. 41-2023 — NOTICE OF INTENT TO EXERCISE OPTION — CITY & EDC The EDC gives notice to the City its intent to exercise its right to purchase approximately 36 acres to be platted as Section 9, Lot 11 in Phase 1 of the Midwest Industrial Park for the sum of $342,200.00 for the specific and limited purpose of reconveying property to Liberation Labs Holdings, Inc. Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • CONTRACT NO. 42-2023 —BAKER TILLY MUNICIPAL ADVISORS, LLC The City retains Contractor to provide professional accounting support services, annual report services, and budget assistance services for the City Finance Department. Not to exceed $45.000.00 Ms. Robinson moved to approve, supported by Ms. Palmer. Upon a vote viva voce, the motion carried. CHANGE ORDERS - None ADDENDUMS - None RESOLUTIONS • RESOLUTION NO. 3-2023 —APPROVING THE UPDATED SUBSTANCE ABUSE POLICY FOR ROSE VIEW TRANSIT This policy was provided to Rose View Transit from iNDOT and needs to he accepted and approved by the Board of Public Works and Safety. Ms. Palmer moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried.
