1 The Common Council of the City of Richmond, Indiana, serving as a Board in charge of the operations of the
2 Richmond Power & Light Plant met in regular session at 7 p.m. Monday, December 15, 1997, in they Council
3 Chambers in the Municipal Building in said City. Chairperson Bing Welch presided with the following
4 Councilmembers in attendance: Howard "Jack" Elstro, Etta Lundy, Bruce Wissel, Sarah "Sally" Hutton, Geneva
5 "Gene" Allen, Alan Stamper, and Robert Dickman. Larry Parker was absent. The following business was had
6 to-wit:

8 APPROVAL OF MINUTES

10 The minutes of the meeting of December 1, 1997, were approved on a motion by Councilmember Hutton,second
11 by Councilmember Wissel and the motion was carried on a unanimous voice vote.

15 Upon recommendation of the Finance Committee, Councilmember Hutton moved to approve the followin• bills
16 for payment,seconded by Councilmember Wissel and by unanimous voice vote the motion carried.

4 Chairperson Welch announced that Tracey Garrett,finance manager of RP & L, is sitting in for General Manager,
5 David Osburn,who is in Pittsburgh, Pa.attending a meeting with the Department of Energy,

11 STREET LIGHT COMMITTEE REPORT

13 Chairperson Welch said he wanted to compliment someone for the street lights newly installed on Main Street,
14 stating he thought they were very appropriate. Councilmember Elstro said the thanks goes to RP & L, adding that
15 the work on the street light requests is progressing and will be presented to Council when it is completed.

21 REPORT BY GENERAL MANAGER

23 Tracey Garrett reported on the awarding of the bids which were received at the December 1 meeting,stating that
24 the one bid received for the 1998 10,000 gross vehicle weight utility truck was from Studebaker Buick GMC for
25 $28,343 and was recommended as the lowest and/best bid. Councilmember Wissel moved to approve,second by
26 Councilmember Dickman and the motion was carried on a unanimous voice vote.

28 Garrett said the recommendation for the awarding of the next bid,for a 1998 65-foot two-man bucket truck, is to
29 Teco Inc.for 95,101 which has a GMC chassis and is recommended as the lowest and best bid. Councilmember
30 Lundy moved to approve,second by Councilmember Elstro and the motion was carried on a unanimous voice
31 vote.

33 Garrett reminded Board members that those planning on attending the A.P.P.A. legislative rally should make their
34 reservations with Susan Williams at RP& L by Tuesday morning, December 16.

36 A letter written by Osburn about the half-day forum to be held January 20, 1998 to discuss the regional impacts of
37 electric utility deregulation on the Richmond area was read by Garrett. She said there will be a brief video
38 presentation followed by a panel discussion.The forum will be co-sponsored by RP & L and the Richmond/Wayne
39 County Chamber of Commerce.She said only the date has been set thus far, adding that the announcement will
40 be made later as to the time and the place.She said anyone having questions should call either Osburn at RP&L
41 or Doug Peters at the Richmond/Wayne County Chamber of Commerce.
